The Island County Coroner’s
Office, along with the Skagit MultiAgency Response Team, is investigating the
death of 36 year old male in Oak Harbor.
The Island County Coroner’s Office has identified the victim as Richard
Joseph Jackson, known as Joseph. Joseph
was shot by law enforcement on Sunday, September 23, 2018,
at around 1853 in Oak Harbor. He was
pronounced dead approximately one hour later at WhidbeyHealth Medical Center in
Coupeville. An autopsy was done Monday
by the Island County Coroner’s Office.
The cause of death is listed as multiple gunshot wounds of the torso. Toxicology is pending. Joseph had lived in the area for
approximately five years and his family described him as homeless.
