Message from City Manager Jessie Baker
Hello South Burlington,
I’m excited to share with you that Chief Steven Locke, currently the Fire Chief in Burlington, will join the South Burlington Team on July 11th as the Incoming Fire Chief. Chief Francis will retain operational control through August 14th. On August 15th, Chief Locke will take over as Chief of Department and Chief Francis will become the Fire Marshal overseeing construction permitting, inspections, and fire prevention. This transition allows us not only to continue to bring the best to South Burlington but also retains the expertise of Chief Francis. I’m very thankful for Chief Francis’ leadership during this transition and I look forward to his abilities being focused on our growing community into the future.
Chief Locke has served as the Fire Chief in Burlington since 2016. Prior to that, he served as a firefighter, lieutenant, captain and then Fire Chief in Hartford, VT. He also served as the Interim Town Manager in Hartford and the Interim Chief Administrative Officer in Burlington. He has a Master of Science in Fire Service Leadership and currently serves as the Treasurer for the International Association of Fire Chiefs (with a membership of over 10,000.) He has both EFO (the National Fire Academy’s - Executive Fire Officer) and CFO (Chief Fire Officer) certifications. And he has hands on experience responding to calls, serving on and working with union teams, and leading professional fire and EMS organizations. He has a proven track record of making data driven decisions, implementing significant innovations, and working with managers and elected officials to make change. He will be a great addition to our Team!
The City of South Burlington faces the same staffing challenges that many organizations across our country are facing. We have a number of vacancies and encourage you, your family, and friends to check them out here. And, in addition to Chief Locke, we have some other exciting new team members that we look forward to introducing to the community in the month to come!
As always, if you have questions or ideas to share, please feel free to reach out to me at jbaker@southburlingtonvt.gov or at (802) 846-4100.
My best,
Jessie

Chief Locke started at the City of Burlington in 2016 after 23 years of service in the Hartford Vermont Fire Department. Chief Locke also served as Interim Chief Administrative Officer in Burlington during a transition period in 2019 and 2020. He has served as a board member since 2016 and as treasurer since 2019 of the International Association of Fire Chiefs, representing more than 10,000 members.

Thank you to all who participated in and attended our Memorial Service at Veteran’s Memorial Park on May 27. It was very meaningful to have a moment to pause and remember with members of our community. We welcome you to visit the Pathway of Honor and spend time for your own personal reflection as you are so moved. The monuments are illuminated at night and with dimmed pathway lighting.

Sky Blue Boys Show
On Saturday, May 28, The Sky Blue Boys closed out the Friends of the Library Spring Concert Series with a rousing performance of bluegrass, old-time, and traditional songs.
Brothers Dan and Willy Lindner, who also founded the celebrated band Banjo Dan and the Mid-nite Plowboys, entertained 55 attendees with their expert musicianship and captivating storytelling. Though the Spring Concert series is over, the library has a free summer concert, generously sponsored by Mascoma Bank, coming up on June 30 at 6 pm. Mikahely, a singer-songwriter who moved to Vermont from Madagascar, will play his original songs influenced by traditional Malagasy sounds. After that, the community can look forward to attending the 2022-23 Friends of the Library Winter Concert Series.
The SB Library Foundation is very close to meeting its Aspire Capital Campaign goal. Thanks to a contribution through the Vermont Community Foundation, any contribution, however large or small, will be matched dollar for dollar up to $20,000 to help create a spectacular ending to our campaign.
