The Office of Background Investigations (OBI) Central Registry Search Unit with the Virginia Department of Social Services recently enhanced the OBI provider portal used to submit Virginia Central Registry Search (CRS) requests and requests for Background Check Portability.
The enhancement has added a new user type for providers and facilities licensed and regulated by the Virginia Department of Education (DOE), such as child care programs, school systems, Head Start programs, and other educational based programs. This enhancement eliminates the need for providers and facilities to go through the Child Care Application Processing System (CCAPS) to submit CRS requests and requests for background check portability. Effective immediately, providers should now go directly to the OBI portal to submit your background check requests. The CCAPS site will no longer be used for submitting CRS requests and requests for background check portability.
Providers who previously used CCAPS can simply login to the OBI portal using your existing username and password. First time DOE users should select DOE User when registering for your free OBI portal account.
Please follow all instructions within the OBI portal to ensure success with submitting your background check requests. Virginia Central Registry Search requests no longer require notarization or downloading of request forms if you provide a valid email address of the individual for whom you are requesting the CRS. The individual will instead electronically authorize the request, allowing you to proceed with payment and submitting the request.
If you are requesting background check portability for an eligible individual, we recommend that you select “manual entry/upload process” rather than entering the individual’s email address. You will be required to provide the information for your agency as the “current employer” and the information for the individual’s previous employer. Please note that only licensed programs, religious exempt centers, certified preschools, voluntarily registered homes, system approved homes, and subsidy approved programs are eligible to request background check portability, and the prospective employee or volunteer must also meet all eligibility requirements. Refer to the DOE child care website for eligibility information and instructions for completing background checks.

As a reminder, CCAPS is no longer used for submitting applications for licensure or registration and filings for exemption. Applications and filings are to be submitted through the DOE online portal instead.
