PAW Application Enhancements Based on Your Feedback
May 28, 2026
Dear HR Directors,
Since the launch of the Pay Action Worksheet (PAW) application in October 2025, we have continued to gather and act on agency feedback to enhance the application. We appreciate your input and are pleased to share several enhancements that make the PAW application more efficient.
Overview of Key Enhancements Effective June 1, 2026
Agencies now have the ability to initiate PAWs for new hires and agency transfers, a more intuitive initiation process, refined pay and position fields, and the addition of a new final verification step through the new Cardinal PAW Processor role.
A full list of enhancements and detailed explanations is available here, which is the PAW Training Environment. You may need to log in with your OKTA credentials.
We remain committed to continuous improvement and value your partnership and collaboration. We look forward to receiving your feedback in the future to ensure the PAW remains an effective tool to streamline the process and ensure audits and controls are supported as intended.
As a reminder, training materials and video tutorials are available on the VITA website. Tutorials include:
- Pay Action Worksheet Process Overview
- How to Get Started
- How to Initiate a PAW
- Step by step guides for each role
Additionally, effective June 1, the PAW Training Environment will be available to preview these enhancements and changes. Current agency administrators have the ability to assign roles within the training environment. As a reminder, notifications are not sent out from the PAW Training environment
DHRM is aware that some agencies have developed internal processes or tools to support compensation actions. As noted within the communication disseminated in September 2025, these internal systems must incorporate all required PAW elements such as pay factor consideration and budget review. Including the aforementioned PAW elements will ensure alignment with DHRM Policy and your Agency Salary Administration Plan.
Agencies that have previously received temporary approval to use an internal system are expected to transition to the PAW application or request a specific review and approval from DHRM to continue using their internal process.
Thank you for your continued partnership and for the feedback that helps us strengthen this tool. Please continue to share any suggestions with our team.
