We would like to thank each of you for your participation at the 2025 DHRM HR Conference: HR Navigating the Winds of Change, Building a Resilient Workforce. The Conference was held on October 28-30, 2025, at the Virginia Beach Convention Center. Topics included Benefits Administration, Compensation, Mental Health and Resilience Strategies, VEC HR Best Practices, Administration Transition, Recruiting Trends, Collaborative Framework for Change, Employment Law Update, Beyond Employee Engagement, HR Director Roundtable and HR Friendly Ways to Use AI. We had 435 HR leaders and practitioners attend.
I hope you all left inspired, with a renewed passion for all you do to make the Commonwealth the best place to work! We appreciate your participation, and we are gathering feedback in preparation and planning for the 2026 conference. We ask you to complete the survey when you receive the link. Enhancement to Statewide HR Dashboard
DHRM has implemented an enhancement to the Statewide HR Dashboard as part of the ongoing commitment to improve data accessibility and transparency. The Turnover Dashboard has been added to reflect both statewide and agency turnover by fiscal year. The data displays separation trends across state agencies and distinguishes between employees who transferred within the Commonwealth and those who have fully left state service. HRDs with access to the Statewide Dashboard have already been granted access to the Turnover Dashboard and will see the new tab when logged in. At this time, access to the dashboards will remain limited to HRDs.
Cardinal Corner
Has your agency hired a new employee who will need to enter and modify their own timesheet? Be sure to complete the Eligibility Configuration 3 field (displayed as “Elig Fld 3”) on the Benefits Program Participation page on Job Data. This field is critical for enabling employee access to timesheets in Cardinal. Click on the link above for more information.
To ensure accurate time reporting and pay processing in Cardinal, please keep the following key points in mind. Verify correct FLSA Status
- All job codes in Cardinal default the FLSA Status to Non-Exempt
- Always verify the FLSA Status when creating or modifying a position
and update to Professional (Exempt) if appropriate
- After updating Position Data, always check Job Data to confirm the changes
automatically updated as expected

Engagement
The 2025 Commonwealth of Virginia Campaign (CVC) launched statewide on October 1, 2025! We appreciate all of the state employees from around the Capitol Square area in downtown Richmond, who participated in the 2025 DHRM Charity Fair in October. The next Charity Fair will be on Wednesday, December 3, 2025, in the James Monroe building from 11 a.m. – 1:30 p.m. Supporting local charities makes a positive impact in the communities we live, work and play. Donations don’t have to end with payroll deductions! State employees can continue to give using credit card until December 31, 2025, or by reporting direct donations to a charity by January 31, 2026. DHRM is excited to welcome Alexander Walker as our new HR Assistant in the Shared Services Center. Alex comes to DHRM from Estes Express Lines, where he served as a Regional Recruiter. He previously worked as an HR Consultant and Staffing Specialist for the Federal Government and began his career in the U.S. Army. Alex holds a Bachelor’s degree in Human Resource Management and a Master’s degree in Public Administration. Alex will assist with wage employee transactions and orientations, serve as a back-up for classified employee transactions, assist the Talent Acquisition team, maintain personnel files and provide administrative support. |
With sadness, The Employment Dispute Resolution shares Rebecca Lightle's departure from DHRM. Rebecca has been with the EDR team for over 6 years, most recently serving as the Hearings Program Director. In her time with us, she carried the hearings function through challenges and transition with aplomb! We will deeply miss Rebecca's work and presence on the team and wish her the best in her future endeavors.
