Governor's Directive Regarding Cardinal HCM Data Accuracy
Greetings Executive Branch HR Directors,
On June 30, the Governor directed Cabinet Secretaries to validate the accuracy of Cardinal HCM data in key areas. Hopefully you have been provided with a copy of the Governor’s instructions found here . Since Cardinal is the system of record for Human Resources, Finance and Payroll information, your agency data must be accurate and continuously updated. DHRM uses Cardinal data to provide mandated statewide reports and a growing number of external inquiries. Accurate HR data in Cardinal continues to be a challenge.
Please ensure that “active” funded positions, both filled and vacant are accurate. It is also important that unfunded positions are coded as “inactive”.
In addition, review the Cardinal Position Default Funding Query to confirm the funding sources are correct and that all active positions are fully funded. If there has been a reduction/elimination of funding for positions that are vacant, those positions must be updated to “inactive.” If the position is filled and the funding source is not correct, HR will need to work with Finance to ensure appropriate funding. As a reminder, positions are not deleted in Cardinal since previous employee data is attached to the record. Therefore, positions that are no longer funded/needed should be moved to an inactive status.
When Cardinal data is accurate, the people data for the Quarterly Management Reviews (QMR) can be a Cardinal extract. We will continue to track MEL in the QMR since the budget requires that DHRM report monthly any agency that has exceeded its position level.
As noted in the Governor’s memo, please make sure your agency has updated their Cardinal position data no later than August 15. Please reach out to DHRM with any questions you may have.
