Statewide Legislative Salary Increase and One-Time Bonus Update
Greetings HR Directors,
DHRM is continuously monitoring the legislative activity related to the statewide increase and one-time bonus and will disseminate detailed instructions once the final budget has been signed. As soon as feasible, agencies will receive official communications with final confirmation of the one-time employee bonus, details of the salary increase, and Cardinal instructions to process both.
Agencies should begin preparations now to ensure smooth and timely implementation of both pay actions. This will minimize administrative burdens and ensure that eligible employees receive the one-time bonus and legislative salary increase without unnecessary delays.
Key Preparation Steps for Agencies to Take Now To avoid processing delays or manual entry, agencies should take the following proactive steps:

Review Employee Citizenship Status: Ensure all employees have appropriate documentation on file and include appropriate citizenship status in Cardinal. Utilize the Personal Data Query to identify missing citizenship values. Instructions to generate the query can be found within the Cardinal HCM Human Resources Report Catalog. If updates are required, refer to the HR351_Viewing and Modifying Personal Data Job Aid to determine the appropriate citizenship status value.

Verify Continuous Service Dates: Confirm that employee records accurately reflect continuous service dates, as these impact eligibility for the increase and other benefits. Any errors or gaps should be addressed promptly after auditing the dates using the Job Data Query. Instructions to generate the query can be found within the Cardinal HCM Human Resources Report Catalog. The HR351_Completing a New Hire job aid, step 82 is an additional resource to assist with updating this data.
Note: be careful to consider the continuous service date for employees that have recently transferred from another state agency. In some cases, Cardinal may inaccurately reflect only the individual’s hire date into the agency and not their service date.
Confirm Performance Ratings have been Entered: As performance is one of the criteria in determining eligibility for the statewide increase and one-time bonus, it’s vital that ratings from the 2024 performance cycle have been input into Cardinal. Utilize the Performance Ratings Audit Query within the Cardinal HCM Human Resources Report Catalog to identify missing and/or inaccurate ratings. Populate or make updates by referring to HR351_Performance Ratings job aid.
