The Commonwealth of Virginia Announces Enhanced Performance Review System in Line with Goals to be a Best in Class Workforce and Best Place to Work
The Department of Human Resource Management (DHRM) is excited to announce enhancements to our Performance Management System that will support Commonwealth employees in their talent development, job satisfaction and overall employee experience as well as to foster a continued culture of service and professionalism for employees and our citizens. As we continue to make the Commonwealth a premiere place to work and live, we understand the importance of investing in our employees.
Enhancements to the performance management system that you can look forward to are:
- Eliminating a paper process and automating to ensure consistent approach to managing the performance process, providing a more user-friendly method of completing evaluations, and providing accurate reports as needed.
- Conducting performance reviews based on competencies and a new rating scale.
- Strategically aligning the annual performance review cycle with the calendar year.
What is most important today? Starting this fall, we are rolling out - Don’t Wait to Automate!
Why Automate? Every employee deserves an opportunity to learn about areas where they are excelling and areas where they can develop. Additionally, every manager deserves a process that is easy to use, flexible and allows for tracking throughout the review cycle. The Commonwealth deserves consistency across agencies and a process that is streamlined. An automated robust performance review process supports the formation of well-trained employees who understand the expectations of their job. For these goals to be achieved, every employee’s performance review will be automated. This will take place in a two-part process.
For the 2023-2024 performance cycle, agencies without an automated process will be expected to use the VITA PerForms Application to enter their employee evaluations. To help accommodate this change, we are moving the deadline to complete evaluations to December 31, 2024, and will use the calendar year going forward for the annual review process.

In calendar year 2025, the Commonwealth can look forward to moving the EWP, development plans and evaluations to PageUp’s performance review software that will give managers and employees useful features and functions to streamline the process and make it more effective.
