Nationwide MOVEit Breach: May Impact Commonwealth Members
On February 28, 2024, the Department of Human Resource Management (DHRM), Office of Health Benefits was notified of a data breach. It was determined that the breach impacted members of the health plans administered by Evelance Health/Anthem.
VIMARC, a print mail and fulfillment vendor across Anthem’s businesses, reported that its subcontractor Baesman Group was affected by the compromise of Progress Software’s MOVEit Transfer tool. In May of 2023, Progress Software Corporation, the developer of MOVEit, a file transfer application used by many organizations to transfer file data announced a critical zero-day vulnerability in the application that allowed unauthorized third-party access to the MOVEit environments. This impacted a significant number of commercial and government customers worldwide. The Federal Government was involved in the investigation of this cybersecurity incident. The incident was reported to the media and the appropriate regulatory authorities.
Baesman Group, Inc. and Evelance Health mailed notices to impacted members beginning February 29, 2024. No action is required by agencies. DHRM will continue to monitor the situation and provide updates as necessary.

Open Enrollment Coming in Early May
Open Enrollment for health benefits and flexible spending accounts (FSAs) will be held from May 1 through May 15, 2024. Please be sure to update your contact information for each of your agency groups in the Cardinal system to receive important Open Enrollment information.
Here is the navigation in Cardinal: Navigator > Benefits > Employer Information > BA Contacts. Once you are on the BA Contact page, enter the Agency number, click search and Cardinal should return with the option(s) for the agency. Similar to the BES system, there are four positions for contact information per agency/payroll group.
