Revised Provision of Policy 3.05, Compensation
Competitive Salary Offers
Dear HR Directors:
Extending competitive offers to current employees who receive employment offers from competing organizations that are external to state government is a longtime practice that aims to retain our top talent. Retaining these employees benefits the Commonwealth. This practice will continue to be available.
Agencies have, however, commonly expressed concerns regarding the merit of the September 2000 policy decision that extended competitive salary adjustments to classified employees who receive job offers from other state agencies for classified or non-classified positions. During the round-table discussions at the December 7th HR Leadership Forum, you spoke to how competing with each other in this manner is unproductive, and even disruptive to business.
Effective January 1, 2023, the provision of Policy 3.05 permitting matching competitive offers from other state agencies will be removed.
Career progression requires a robust strategy on both the part of the employer and the employee. The fact that, as a large employer, we offer the ability to competitively move from one agency to another provides an opportunity for employees to enrich their knowledge of state government, develop professionally, and expand their careers. This mobility also enables employees to share best practices and new perspectives with other agencies as they grow their careers. The change noted will not impede this opportunity.
