Ringing in the New Year
As we close out 2020, take a moment and think of all the many accomplishments that have occurred during this historic year. Together, we have juggled a lot at work, at home and in our communities. Let us move forward with excitement for what the new year can bring. Do you want to know what DHRM will be focusing on in the upcoming year? Workforce Management
New Tools to Enhance Talent Outreach
DHRM remains focused on supporting the needs of the Commonwealth to attract and retain inclusive talent. In May, we shared our Talent Outreach strategy, including the commitment to identify and promote the hiring and continued employment of veterans in the state workforce.
Our strategy incorporates several key areas of focus, including in part:
- Recruitment materials
- Ensuring our job postings have military-friendly language
- The creation of job aids to better understand the value of military compensation and compare it with state compensation and benefits.
Enhanced tools and resources have been added to our DHRM website to aid Talent Administrators with their recruiting efforts, including those targeting Veterans, Individuals with Disabilities and Military Spouses. See details...
V3 Program Conducts Outreach to Increase Participation
The Virginia Values Veterans (V3) Program is conducting outreach to help Virginia state agencies maximize participation with the program. HB 1641 provides that all agencies in the executive branch of state government and all public institutions of higher education shall, to the maximum extent possible, be certified in accordance with the Department of Veterans Services as part of its Virginia Values Veterans Program. COV Training and Development Network Meets
Learning is a fundamental part of our lives, including in the workplace. In the January 2020 DHRM Highlights, we shared exciting information about the “re-boot” of the former State Training Council as the COV Training and Development Network. The network held its first meeting on November 19 as an opportunity to collaborate and share learning related information and resources across agencies, colleges and universities. See more...
Compensation Update
Governor Northam signed the revised state budget on November 18, 2020, outlining changes that affect state agencies, including a minimum wage increase mandated on May 1, 2021, and a proposed state employee bonus contingent on forecasted versus assumed 2020 revenue. Temporary Reassignment Program Update
In April, DHRM launched the COVID-19 Temporary Reassignment Program to provide opportunities for state government employees to support the Commonwealth’s Emergency Response activities. The program was designed to allow qualified current state employees in Executive Branch agencies to be temporarily reassigned to close critical staffing gaps in Virginia state government. With management approval, employees without work assignments and/or on Public Health Emergency Leave (PHEL) could apply for temporary reassignments where applicable.
As 2020 draws to a close, it has been determined that this program is no longer needed to support current COVID-19 emergency response activities. Therefore, the program will be deactivated effective immediately. DHRM will consider repurposing this solution as we explore ways to strengthen statewide career learning and development opportunities across state agencies.

2020 Governor’s Honor Award Recipients
Governor Ralph Northam presented Governor's Honor Awards to 39 recipients on December 16. Congratulations to agencies who had employee or team winners! See the list.
SecurePass 2.0 Preparation: Web User Emails
As we welcome the end of the year 2020, DHRM is asking all agency PMIS Security Officers (PSOs) to take the time to review their agency employees' DHRM systems access. DHRM's agency web portal for HuRMan will transition to SecurePass 2.0 in early 2021. An email listing web users will be going out this month to all agency PMIS Security officers. In order to successfully implement SecurePass 2.0 next year, it is important that this list is as up to date as possible. Be sure to keep a copy of your updated list on hand for reference with SecurePass 2.0. It will be a very useful reference!
