This communication provides an important update regarding the Multi-Factor Authentication (MFA) changes previously communicated by Cardinal on October 30, 2025.
First, thank you for your quick action. We are pleased to share that over 10,000 non-COV Cardinal users have already set up and are successfully using Okta Verify on their smartphones to secure their accounts.
Current Status & Recommended Action

If you are using Okta Verify: Please continue to use it. This remains the most secure and recommended method for accessing Cardinal.

Important Update on SMS/Voice Retirement
We received valuable feedback from users who raised concerns about smartphone compatibility or access. These concerns were shared with VITA (Virginia Information Technologies Agency).
As a result of this feedback, VITA is working with Okta to extend the retirement date for the use of text message and voice calls as login verification options for non-COV users. This extension provides necessary time to explore and confirm additional alternative login options for those who cannot use a smartphone application.
Cardinal will send a new, detailed communication once the alternative options are confirmed and the final retirement date for the SMS and voice methods has been officially set.
