The Cardinal team has started a project to upgrade the Financials (FIN) and Human Capital Management (HCM) applications to the latest software vendor releases (i.e., PeopleSoft Images). The project is expected to last 13 months, with an anticipated go-live in September 2026.
Production support for the Cardinal system remains our highest priority. However, non-critical fixes and enhancement requests may be delayed as resources shift during this time to support the upgrade.

What's Coming with the Upgrade
Along with remaining current on the vendor-supported application, this upgrade will deliver a range of new features designed to enhance the user experience and system functionality, including:
- 1,400+ new features designed to reduce the need for customizations, improve reporting, and/or modernize the user experience.
- PeopleSoft Insights - A new embedded analytics tool to replace select General Ledger and Accounts Payable functionality from the retired Cardinal BI application. It provides data visualizations, dashboards, and key metrics.
- A modern, responsive user interface for FIN, featuring tile-based navigation similar to the current HCM navigation.
- Introduction of WorkCenters to centralize tasks, reports, queries, and transactions for select modules.
- Updates to PeopleTools, the underlying foundational technology that supports Cardinal.
- Updates to Cardinal Statewide and VDOT training materials to reflect the changes.
