This communication is to inform you about an important change to the Cardinal login process that will impact many users at your agency or organization.
The Okta service provided by the Virginia IT Agency (VITA) will retire the SMS (text message) and phone call options for multifactor authentication (MFA) later this fall. As a result, Cardinal users will no longer be able to receive a one-time code via text or phone call to complete their MFA when logging in to Cardinal.

Required Action for All Users
After this change, all Cardinal users will be required to use Okta Verify for MFA.
To minimize disruption, we recommend proactively communicating this change and encouraging users who currently rely on SMS or phone call authentication to switch to Okta Verify before October 31.

Authentication Options and Recommendations
Okta Verify
This is the recommended option for all Non-COV Cardinal users. Okta Verify is a mobile application that uses push notifications to complete authentication, it can be installed on either a work-issued or personal smartphone/mobile device.
Okta Verify is already available as an MFA option for Cardinal login. Users may transition from SMS/Phone to this option at any time.
Okta Verify - FastPass
Okta FastPass is a feature of the Okta Verify desktop application and can be installed on both Windows and Mac computers. This option is primarily for users who do not have access to a smartphone or compatible mobile device. Okta FastPass requires users to utilize the local device verification: either biometric verification (such as Face ID or fingerprint) or a Windows Hello PIN, or a passcode established specifically for FastPass on the related device.
Cardinal is currently working with VITA to enable Okta FastPass to be used as an MFA option when accessing Cardinal. It is not yet available for use.

Due to the complexity of users self-installing Okta FastPass, we highly recommend that agencies promote the Okta Verify mobile application as the primary solution. |

If Your Agency is Interested: Okta FastPass Installation
If your agency is interested in deploying Okta FastPass to your organization’s computers, submit a ticket to vccc@vita.virginia.gov with the subject line “Cardinal – Okta FastPass” to learn more.
Deployment of the Okta FastPass application within your agency requires the agency to provide all necessary end-user support, troubleshooting, and maintenance of the Okta FastPass application.

Supporting the Transition
Cardinal will send direct communications to all users prior to the change to inform them of the update and its impact. We are also updating our login and registration job aids to reflect these changes.
