This communication is being sent to Absence Management (AM) Administrators at all AM agencies and Time & Labor Administrators at PSB agencies. |

Effective January 10, 2025, Cardinal Absence Calculation Process has been enhanced to include employees with payroll statuses of Leave of Absence – Unpaid (Payroll Status “L”) and Suspension (Payroll Status “S”). Previously, employees in these statuses for full leave periods were excluded from the Absence Calculation Process.
This enhancement supports scenarios where employees on unpaid leave or suspension are permitted to:
- Use entitled leave to be paid through SPOT
- Track leave, such as Family Medical Leave or Donated Leave
Processing for employees with other payroll statuses remains unchanged.

Important Notes:
- Absence transactions prior to January 10, 2025, will not retroactively process for employees on unpaid leave or suspension.
- Per DHRM policy, employees in “L” or “S” status do not receive automatic entitlements or accruals in Cardinal.
Absence Management (AM) Administrators and Payroll Administrators must continue to coordinate to ensure absence events are tracked in AM and paid in SPOT, if applicable. It remains the responsibility of AM Administrators to adhere to DHRM and agency policies when approving absence events.
