Beginning with FY25 paycheck dates, Cardinal is changing the way employer fringe expenditures (i.e., employer deductions and employer taxes) are allocated to various ChartField combinations. These changes will be visible on the output of the Payroll Detail Expenditure report in HCM, as well as the data in General Ledger (GL) for journals starting with "PAY".
Each earnings code (e.g., regular/scheduled time, overtime, nonproductive time, and non-taxable income) on the employee’s paycheck is allocated to a ChartField combination. Prior to FY25, employer fringe expenditures were allocated to these ChartField combinations based on the relative percentage of all earnings codes that were included in the paycheck.

Under the new fringe allocation method, this will no longer be true. Instead:
- Fringe expenditures for employer deductions will be allocated only to the ChartField combinations associated with creditable compensation, generally defined as the employee’s annual base salary, excluding overtime and extraordinary pay.
- Fringe expenditures for employer taxes will be allocated only to the ChartField combinations associated with taxable earnings.
