The Legislative Salary Increase Tool is now available in Cardinal to assist with processing the salary increase recently authorized by the Virginia General Assembly, effective June 10, 2024.
All agencies must take action in the tool:

Review and confirm salary increases by 7:59 p.m. on Tuesday, June 4 AND Verify by Thursday, June 6 at 12:00 p.m., OR
-
Opt Out by Monday, June 3, at 8:00 p.m.
Please ensure your agency has reviewed the DHRM FY25 Authorizations and Compensation Activities memo for detailed information.

Important Notice: The Cardinal PPS team will suspend all Job and Position Data mass upload processing for all agencies starting Thursday, June 6 at 12:00 p.m.
Mass upload processing will resume on Monday, June 10.

IMPORTANT! Complete all necessary HR transactions prior to Tuesday, June 4, 8:00 p.m. Changes keyed after Tuesday, June 4, will neither remove, nor add, system blocks. Salary changes entered after this date will cause increases to fail during load!

Continuous Service Date & Citizenship
Two common data entry mistakes for new hires are leaving the Continuous Service Date field blank and leaving the Citizenship field blank. Accurate salary adjustments depend on both fields being correctly filled out.

Continuous Service Date: If this date field is blank, the system will block the employee because it cannot verify if they were employed by the March 10, 2024, eligibility date.

Citizenship: If the citizenship field is blank when Cardinal processes salary increases, it will trigger an error, preventing the salary increase for that employee.
To avoid these issues, use the V_HR_LEG_SALARY_INC query or review the System Messages in the tool to identify employees missing this information and correct by Tuesday, June 4, 7:59 p.m.

Opting Out?
Agencies choosing to record FY25 increases via the Job Data Mass Upload, Online Manual Entry in Cardinal, or via the HR003 Employee Data Upload interface must opt out of using the Legislative Salary Increase Tool by Monday, June 3 at 8:00 p.m.
Additional options and information for agencies using Cardinal payroll and opting out of using the tool:
Job Data Mass Upload: Submit your increase data by Tuesday, June 4, 2024, to include increases in the special file to VNAV.
- Increases submitted after June 4, will not be processed until June 10, and will require manual comp rate adjustments in VNAV.
Online Manual Entry Window: June 10 – June 20, 2024, to be reflected on the July 1, 2024 paychecks.

IMPORTANT! Keying Legislative Salary Increase entries before June 10, will result in transactions not being processed in VNAV.
HR003 Employee Data Upload Interface: Submit salary increase file between June 8 - June 20, 2024, for increases to be reflected in the July 1, 2024 paychecks.
- Allow time to review and correct interface errors prior to the 10:00 a.m., June 21, HR transactions freeze date.
