New ILEAD Program Office Will Provide Standardized Training, Education and Professional Development Opportunities for All VHA Employees

ILEAD website

The Institute for Learning, Education and Development (ILEAD) has officially launched as a new and enhanced education program office in VHA. ILEAD was formed through a reorganization of the legacy VHA Employee Education System (EES) and legacy Healthcare Leadership Talent Institute (HLTI) and resides within the Office of Human Capital Management.

ILEAD’s mission is to best care for Veterans as a high-performing organization that delivers exceptional learning, education and development to every VHA employee throughout their career life cycle. What does this mean for VHA?

ILEAD supports the life cycle of an employee’s career journey within VHA, providing virtual and in-person training, products, services and cohort-based experiential development opportunities for employees in all phases of their career. This responsibility extends from entry-level, through mid-career, to aspiring and new supervisors and managers, and for budding, future and current senior leaders at the executive level.

To become the national standard of excellence for leadership development and Veteran-centric education, ILEAD has expanded scope, reach and impact of its workforce and resources to best serve its customers.

In addition to offering an extensive array of employee education and development, ILEAD is also focused on succession planning, talent management and leadership development, and is actively identifying opportunities to address additional learning needs of employees. These include career pathing, job skill development and proactive up-skilling and reskilling to build the health care workforce of the future.

Aligned with this mission, ILEAD employees have assumed a leadership position in the VHA Training Modernization initiative (or Training Area of Concern initiative), which is a VHA-wide change program bringing best practices into every aspect of training – from how training is requested, to choosing the best design, development, delivery and assessment of training to improve performance metrics.

ILEAD serves as a partner with program offices, field leaders and stakeholders to develop and implement education and development to meet Secretary of Veterans Affairs, Under Secretary for Health and program office priorities and goals. ILEAD also partners to build and support succession planning processes for key positions, encouraging local development of employees to create a strong, steady pipeline of future leaders ready to fill critical roles.

To find out more and to browse a list of offerings for learners, clients and potential clients, please visit the new ILEAD website. If you are interested in partnering with ILEAD, please find your office’s ILEAD performance consultant here.

For more information about ILEAD, check out the ILEAD Overview Data Sheet, At-A-Glace infographic or the Overview PowerPoint.

With questions, please contact the ILEAD Help Center.

ILEAD staff look forward to serving all of VHA to educate and support employees to best care for Veterans.

Conference Package Automation Goes Live Today

In anticipation of a fiscal year 2023 increase in VA-sponsored conferences, the Institute for Learning, Education and Development (ILEAD) completely automated the conference package (CP) development and routing for approval process. The 100% conference package automation goes live today, Oct. 17.

Clients are now able to develop CPs at their own pace and monitor costs of conferences directly from the system. When a CP is submitted, it will be reviewed for completeness, accuracy and compliance with regulations by ILEAD policy reviewers. The automation of CP generation and routing should have a positive measurable impact on the conference approval process without reducing data integrity and quality assurance.

CP production will proceed as a streamlined process reducing human error and the need for CP rework. From beginning to end, the automated process eliminates the current dependency on creating and sending email messages and email attachments. CP approval should become more efficient as digital CPs are automatically routed. Moving directly to the approving official for e-signature and then automatically forwarded to the next step in the process will reduce delays while allowing for full transparency of the process to stakeholders.

If you have any immediate questions and/or concerns regarding the CP process, please contact the Conference Policy and Shared Services Team. Should you have any questions regarding technical issues, please email ILEAD Technology and Informatics Service.
