Dear School Certifying Official,
You are receiving this email, because you’ve been identified as a School Certifying Official (SCO) who submits hard copy (paper or PDF) enrollment certifications.
To account for the unique difficulties some facilities have experienced converting from paper certifications to Enrollment Manager, the Department of Veterans Affairs (VA) has extended the period that it will accept paper certifications. Beginning January 1, 2024, the U.S. Department of Veterans Affairs (VA) will no longer accept any hard copy paper or PDF enrollment certifications for new students or trainees. Once this is in effect, SCOs must submit certifications through Enrollment Manager.
Through December 31, 2023, the following limited exceptions can continue to submit paper certifications via mail or through the Ask VA system:

Certifications for correspondence training.

Certifications for beneficiaries using the Veterans’ Educational Assistance Program (VEAP) (Chapter 32) benefit.

Restricted foreign school locations.

Sites that have fewer than five active VA students/trainees, do not charge tuition and fees and have been granted an extension by their State Approving Agency (SAA).
Enrollment Manager provides numerous benefits to educational institutions, VA and, most importantly, our nation’s Veterans, Service members and their dependents, such as:

Automation will increase both the accuracy and timeliness of benefit payments, including tuition and fees paid directly to the school.

Having all submissions in one place will be helpful if your school is selected for a Compliance Survey or a Risk-Based Survey.

Enrollment Manager’s enhanced security features will protect student data to a greater degree than paper forms in file cabinets or PDFs on a personal computer.
If you have not already, VA highly encourages you to immediately do the following:

Create a ID.me or Login.gov account.

Log into Enrollment Manager (https://iam.education.va.gov/).

Take the Enrollment Manager trainings EM 100, EM 101 and EM 102 in the SCO Training portal.

Familiarize yourself with the Enrollment Manager User Guide.
Submitting a paper enrollment for a new student or trainee on or after January 1, 2024, will result in the certification being rejected by our processing division and the GI Bill® student/trainee not receiving their education benefits.
