New Guidance for Submitting VRRAP Enrollments

Dear VRRAP School Certifying Official, 

 

You are receiving this email because you’ve been identified as a School Certifying Official (SCO) that has students receiving the Veteran Rapid Retraining Assistance Program (VRRAP) benefits. VRRAP students are not available in Enrollment Manager, and therefore you will need to submit paper certifications for your VRRAP students. Certifications can be sent to the U.S. Department of Veterans Affairs (VA) via Quick Submit or postal mail. We highly recommend using Quick Submit for March enrollments so that GI Bill students can continue to receive their payments uninterrupted. 

 

Please follow the guidance provided below.    

 

How to submit paper certifications: 

 

Please complete the VA Enrollment Certification form (VA Form 22-1999) to submit a paper enrollment certification. To indicate a change in a student’s status, please complete the Notice of Change in Student Status form (VA Form 22-1999b). Please also write “VRRAP” on the top of the form so that it is routed to the appropriate team. 

 

Once forms are completed, submit them through Quick Submit or postal mail to the Regional Office address 

 

Quick Submit: We highly recommend using Quick Submit for March enrollments so that GI Bill students can continue to receive their payments uninterrupted. Please see the attached quick reference guide for more details on that process. 

 

Postal Mail: Do not follow the jurisdiction guidance on the form, as all certifications are worked at the Muskogee Regional Processing Office:
