Enrollment Manager goes live March 6, 2023. Currently, you are not able to access the Enrollment Manager system. VA-ONCE sunsets February 24, 2023, at 8:00 p.m. EST. We will not accept any enrollment certifications during the transition period. Until then, please continue to submit certifications via VA-ONCE until advised differently.

“What is a Facility Code?” 

A Facility Code (Fac Code) is an eight-digit number that specifically identifies your institution and is assigned by the ELR.

You can read more about this in the SCO Handbook, Section 8.04 Facility Codes by performing a keyword search.

You should reach out to your ELR for more clarification. If you are unsure who your ELR is use this link to locate them. Education Liaison Representatives - Education and Training (va.gov)

Gov Delivery Registration:

It is imperative each one of you has an updated profile in GovDelivery and that all check boxes within it are selected. This is the only system we utilize to distribute our info to the hundreds of thousands of you out there. Important Information Regarding Adobe Connect

If you do not receive your Registration Confirmation email with the Access Code, please check with your institutions Office of Information Technology (OIT) to determine if “Do Not Reply” emails from Adobe are being blocked by the firewall and anti-virus protection. We’ve found this to be a very prevalent issue so please contact your IT Office if you are not getting these Confirmation Emails within a day.

The next major release for DGIB is Enrollment Manager, the system that replaces VA-ONCE in March 6, 2023.

EM 100 & 101 are now located in the SCO Portal. EM 102 modules will be released soon. Once they are available, it will be announced via GovDelivery.

During December Office Hours we played a Demo video on “Multifactor Authentication.” That video can be viewed in this Facebook location. Be sure to save this one as well.

Communications from Education Service

As we near the launch of Enrollment Manager you will receive numerous announcements regarding the Training Modules noted above. All emails are sent using the GovDelivery platform – so you must be registered here and select all the check boxes therein.

You will also receive notifications about workshops, videos, newsletters and even Banner Messaging within VA-ONCE to remind you when it will sunset and begin the migration of data to Enrollment Manager.

Don’t forget, Enrollment Manager will have a Chatbot, Billie, which will allow SCOs to get answers to frequently asked questions much easier to enhance their user experience.

What is the Transition Period?

Leading up to the launch of Enrollment Manager, there will be a Transition Period to migrate the data, during which access to VA-ONCE will not be available.

• VRRAP expired on December 10, 2022 (this date was on a Saturday)
• Students seeking to participate in VRRAP must be actively enrolled in an approved program prior to December 10, 2022; beyond this date is too late!
• Students that are enrolled in VRRAP prior to December 10, 2022, will be paid through the entirety of the program, if it expands beyond the VRRAP expiration date

Note: Schools are required to report VRRAP graduation or program completion information to VA

ETIs do not need to submit the Change of Program or Place of Training, VA Form 22-1995/5495

This change will reduce processing time as fewer changes in program will require manual update

• Institutions of Higher Learning (IHL)
• Non-College Degree Programs – Only (NCD)
• IHLs with NCDs
• IHL with Flight Programs

These Facility types require 1 Module of Training

• On-The-Job & Apprenticeship Training (OJT & APP)
• Vocational Flight Programs
• High School Programs
• Residency Programs

New Certifying Official Training Requirements

• Institutions of Higher Learning = 10 Modules
• Non-College Degree Facilities = 10 Modules
• OJT & App Facilities = 1 Module
• Vocational Flight Facilities = 1 Module
• High School & Residency Facilities = 1 Module

Self-Certification Steps

1. Login to the SCO Annual Training Portal
2. Select Office Hours, Conference Sessions, or Supplemental Training
3. Locate the applicable Session and Click “Begin”
4. Verify you selected the correct Training Session, then click “continue”
5. Click “Yes” you completed 100%, then click “Submit”
6. Enter the Date of Training, then click “Submit”
