FAR Proposed Rule on Accelerated Payments Applicable to Contracts With Certain Small Business Concerns, Comments Due Nov. 29

The Department of Defense (DoD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA) issued a proposed rule for the Federal Acquisition Regulation (FAR) on Accelerated Payments Applicable to Contracts With Certain Small Business Concerns (86 FR 53923) The proposed rule implements "a section of the National Defense Authorization Act for Fiscal Year 2020 to provide for accelerated payments to small business contractors and subcontractors and a comparable statute applicable only to the Department of Defense." Comments are due by Nov. 29, 2021. 

FAR Proposed Rule on Certification of Women-Owned Small Businesses, Comments Due Dec. 6

DOD, GSA, and NASA issued a proposed rule for the FAR on Certification of Women-Owned Small Businesses (86 FR 55769). The rule will implement "the final rule published by the Small Business Administration implementing a section of the Carl Levin and Howard P. “Buck” McKeon National Defense Authorization Act for Fiscal Year (FY) 2015."  Comments are due Dec. 6, 2021.

RFI for National Strategic Plan for Advanced Manufacturing

Office of Science and Technology Policy (OSTP) has released a Request for Information (RFI) for the development of a National Strategic Plan for Advanced Manufacturing (86 FR 55022). "OSTP seeks input from the public, on ways to improve government coordination, and on long-term guidance for Federal programs and activities in support of United States manufacturing competitiveness, including: Advanced manufacturing research and development that will create jobs, grow the economy across multiple industrial sectors, strengthen national security, enhance sustainability, contribute to climate change challenges, and improve health care. The public input provided in response to this RFI will inform OSTP and NSTC as they work with Federal agencies and other stakeholders to develop the strategic plan." Responses are due Dec. 17, 2021. 

DLA Small Business Resources 

Small Businesses interested in doing business with the Defense Logistics Agency (DLA) should check out the DLA Small Business Resource webpage. "As the nation’s combat logistics support agency, the Defense Logistics Agency manages the end-to-end global defense supply chain – from raw materials to end user disposition – for the five military services, 11 combatant commands, other federal, state and local agencies and partner and allied nations." The page includes resources from all of DLA's divisions and reports on the top 15 NAICS codes that DLA uses.    

New Course for Construction Contractors Available on OFCCP’s Contractor Compliance Institute 

The Department of Labor's (DOL) Office of Federal Contract Compliance Programs (OFCCP) released a new course for federal and federally assisted construction contractors and subcontractors. The course can be founded on OFCCP's Contractor Compliance Institute website. "The new course, Construction Compliance Review Course for Contractors, examines OFCCP’s compliance processes and procedures that apply to federal and federally assisted construction contracts to help covered construction contractors better understand their regulatory requirements."

Oct. 21 15th Annual GOBC

The 15th Annual Government Opportunities Business Conference (GOBC) second day will be on Oct. 21, 2021. Originally scheduled as an in-person event, the event is now virtual. The first day was held on Jul. 15, 2021. The second day's agenda includes presentations from government representatives, agency representatives, and prime contractors, as well as a one-on-one meetings with buyers.

Area IV Highlight - Happy Fiscal New Year

This edition of the SBA Area IV Monthly Newsletter sees the beginning of a new fiscal year. As we enter FY 2022 Area IV is committed to working with our agency partners, SBA District Offices, PTACs, and other stakeholders in helping small businesses succeed in government contracting. This includes insuring that small businesses have the maximum opportunities possible, assisting new firms to enter the federal contracting sphere, and advocating for fair treatment for small businesses contractors. This month is also the one year anniversary of publishing our newsletter and we hope that this newsletter has provided useful information for yourself, your staff and all small businesses who you assist. Area IV wishes you all the best in this new fiscal year and continued success supporting small businesses.
