New HUBZone Rule Effective Dec. 26

HUBZone Program

The U.S. Small Business Administration issued a final rule on Nov. 26, 2019 that will implement changes to the Historically Underutilized Business Zone (HUBZone) program to encourage small businesses to invest in HUBZone communities and hire HUBZone residents.

An overview of the changes include:

  • Broader qualifications regarding geographic eligibility and residency requirements.
  • Improved contracting provisions
  • Permitting Governors to petition SBA every year to designate rural areas, with populations under 50,000 and unemployment levels of 120% the US or state average, as HUBZones.

The rule is published in the Federal Register and is effective December 26, 2019. To view the rule, click here
