Legislation


H.R. 748 the Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law by the President on March 27, 2020 (Public Law 116-136).  The legislation includes $66 million for NIST – including $6 million for continuity of operations and measurement science to support viral testing and biomanufacturing, another $50 million to the Hollings Manufacturing Extension Partnership to help small and medium-sized manufacturers respond to the virus, and $10 million for the Manufacturing USA program to support development and manufacturing of medical countermeasures and biomedical supplies and equipment.

NIST Funding Manufacturing Institutes to Support Pandemic Response

NIST has opened a funding opportunity for rapid, high-impact projects that support the nation’s response to the COVID-19 pandemic. Using funds appropriated by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, NIST will award these grants through the NIST Manufacturing USA National Emergency Assistance Program with no requirements for cost matching.  Funding will be awarded to eligible Manufacturing USA® institutes.

Input on Future Manufacturing USA Alliance Institutes

The Advanced Manufacturing National Program Office, which coordinates with other federal agencies on Manufacturing USA, has issued a Request for Information (RFI).  The office is seeking comments from the public on an "alliance pathway" where manufacturing centers outside of Manufacturing USA could be recognized by the Secretary of Commerce as centers for manufacturing innovation.  Please see the RFI for additional details and submit your input here.  In addition, please consider attending an upcoming webinar.

NIST Releases Final Public Draft of SP 800-53 for Comment

NIST released SP 800-53 Rev. 5, Security and Privacy Controls for Information Systems and Organizations for public comment.  This (final public draft) revision of NIST Special Publication 800-53 presents a proactive and systemic approach to developing comprehensive safeguarding measures for all types of computing platforms, including general purpose computing systems, cyber-physical systems, cloud and mobile systems, industrial/process control systems, and Internet of Things (IoT) devices. 

The public comment period for this draft is open through May 15, 2020. We encourage reviewers to use the comment template for organizing and submitting comments.

NIST Reauthorization Hearing

On March 11th at 10:00am, Dr. Walter Copan, Under Secretary for Standards and Technology and NIST Director testified before the House Committee on Science, Space and Technology, Research & Technology Subcommittee. The purpose was to explore the major areas of research in the NIST laboratory programs and highlight NIST's plans and accomplishments in critical technology areas.
