Updated NHLBI Research Supplement Application Guidelines
The National Heart, Lung, and Blood Institute sent this bulletin at 10/10/2012 11:15 AM EDTNHLBI Funding and Award Policy Update
The ‘NHLBI Research Supplement Application Guidelines’ have been updated to include the following:
- A stand-alone document with several changes that include language from PA-12-149, PA-12-150 and language from the former HL Research Supplement Application Guideline summary tables (originally a separate document).
- The document is formatted with outline numbers to ease navigation and references to sections.
- The Application submission process, including electronic submission, is included and the information is based on the PA-12-149.
- The language below was developed by OGM in collaboration with ORTMH, to address huge unobligated balances on an NHLBI grant requesting a supplement, is included in the document.
“As with all supplement requests, a financial review to determine the need for additional funds will take place by the Office of Grants Management before a final funding decision is made. Therefore, all applicants must include a statement addressing the bona fide need for additional funds and why the use of current grant funds cannot be utilized for this supplement.”
- Research Supplements to Promote Re-Entry into Biomedical and Behavioral Research Careers is also included in the document and the information was taken from PA-12-150.

Application receipt and award start schedule is clearly displayed in Section 2.2.1. This includes:
- application receipt window for each category,
- cost extensions with extended receipt dates to each month regardless of levels,
- removal of PBS/PMS for January awards and addition of May award review for PBS/PMS applications, and
- five specific receipt/award windows were adapted for PDS/IRS, instead of four.
- The section “SUPPLEMENTS BY ACADEMIC LEVELS” was modified into tables by adapting from the separate summary table document into this section in order to present information clearly. Also added a table for Established Investigators Who Became Disabled.
- Removed the RCR requirement, to be consistent with the parent PA announcement (PA-12-149; PA-12-150).
- The paragraph on R37 exception was removed since HL doesn’t award using this mechanism any longer.
- Revised language on Change of Scope (section 7.1.4).

Language on Diversity was taken from PA-12-149 and included in the document (Please see Section 1.1 Diversity).
