Look in the Congressional Activity section on the Browse page for links to historical House, Senate and Senate Executive Journal PDFs.
The House and Senate Journals are available through the 14th Congress (1815-1817), while the Senate Executive Journals are available through the 43rd Congress (1873-1875).
