The position is located in the Federal Library and Information Network (FEDLINK), Library Enterprises (LE), Chief Operating Office (COO) at the Library of Congress (LOC). The incumbent serves as the FEDLINK Manager of FEDLINK, reporting to the FEDLINK Executive Director who provides administrative direction and makes assignments in terms of broadly defined programs or functions, or long-range objectives. The position serves as a primary liaison for FEDLINK in the absence of the Executive Director, and manages day-to-day operations of the Network Operations and FEDLINK Contracts Sections, and for the work of subordinate Librarians and Contract Specialists.

The incumbent will provide oversight supporting FEDLINK’s assisted acquisitions program for federal libraries, which prepares technical specifications, member requirements, and other contracting documents; coordinates technical review panels for vendor proposals; and oversees the contract work of the FEDLINK Contracting Officer’s Representatives. The incumbent will oversee the FEDLINK Contracts Section and be responsible for solicitations, awards and administration of major contracts. The incumbent will oversee support of a broad range of information and education programs, including training and demonstrations of library and information services, technology and best practices, for the benefits of U.S. federal libraries throughout the world. The incumbent will review and assign work; serve as an expert and consultant on procurement matters; assist in the development of acquisition planning, training and career development, internal controls, organizational planning, and operating procedures.
