COPYRIGHT ROYALTY JUDGES ANNOUNCE COST-OF-LIVING ADJUSTMENT FOR PERFORMANCE OF MUSICAL COMPOSITIONS BY COLLEGES AND UNIVERSITIES (81 FR 84478)

 

The Copyright Royalty Judges are announcing a cost-of-living adjustment of 2 percent in the royalty rates that colleges, universities, and other educational institutions not affiliated with National Public Radio pay under section 118 of the Copyright Act for use of published nondramatic musical compositions in the repertory of the performing rights organization SESAC. COPYRIGHT ROYALTY JUDGES ANNOUNCE COST-OF-LIVING ADJUSTMENT IN ROYALTY RATES UNDER SATELLITE STATUTORY LICENSE (81 FR 84478)

 

The Copyright Royalty Judges are announcing a cost-of-living adjustment (COLA) of 1.6 percent in the royalty rates satellite carriers pay under the statutory license in section 119 of the Copyright Act. The COLA is based on the change in the Consumer Price Index from October 2015 to October 2016. The adjusted rates take effect on January 1, 2017, and apply to calendar year 2017. COPYRIGHT ROYALTY JUDGES INVITE COMMENTS ON PROPOSAL TO AMEND REGULATIONS TO ALLOW ELECTRONIC FILING OF DOCUMENTS (81 FR 84526)

 

On September 23, the Library of Congress awarded a contract for the design and implementation of an electronic filing and case management system for the Copyright Royalty Board (CRB). The Copyright Royalty Judges anticipate that the new system will be available by May 2017 for use by claims filers, participants in proceedings, and members of the public having business with the CRB, such as those wishing to comment on proposed regulations. After a six-month transition period, the judges intend to make use of the system mandatory for claimants and participants in proceedings.

To that end, the judges propose to amend the regulations governing the filing and delivery of documents to the CRB to accommodate electronic filing and to specify the required format of both electronic and paper documents. In addition, the judges propose to amend the regulations to remove references to obsolete technologies and to eliminate redundant provisions.
