COPYRIGHT ROYALTY JUDGES ANNOUNCE COST-OF-LIVING ADJUSTMENT FOR PERFORMANCE OF MUSICAL COMPOSITIONS BY COLLEGES AND UNIVERSITIES (80 FR 73117)
The Copyright Royalty Judges are announcing a cost-of-living adjustment (COLA) of 2 percent in the royalty rates that colleges, universities, and other educational institutions not affiliated with National Public Radio pay under section 118 of the Copyright Act for use of published nondramatic musical compositions in the repertory of the performing rights organization SESAC. COPYRIGHT ROYALTY JUDGES ANNOUNCE ZERO PERCENT COST-OF-LIVING ADJUSTMENT IN ROYALTY RATES UNDER SATELLITE STATUTORY LICENSE (80 FR 73118)
The Copyright Royalty Judges are announcing a zero percent cost-of-living adjustment (COLA) in the royalty rates satellite carriers pay under the statutory license in section 119 of the Copyright Act. The COLA is based on the change in the Consumer Price Index from October 2014 to October 2015. The rates remain unchanged for calendar year 2016. For details, go to www.loc.gov/crb/fedreg.

December 2, 2015: Due date for any objections to partial distribution from 2014 DART Sound Recordings Fund (80 FR 67433).
January 1, 2016: Effective date for rates for digital performance of sound recordings by new subscription services for period from January 1, 2016, through December 31, 2020 (80 FR 36927).
January 1, 2016: Effective date for rates for digital performance of sound recordings by certain noncommercial educational webcasters for period from January 1, 2016, through December 31, 2020 (80 FR 58201).
January 1, 2016: Effective date for rates for digital performance of sound recordings by certain public radio stations for the period from January 1, 2016, through December 31, 2020 (80 FR 59588).
January 1, 2016: Effective date for COLA for performance of musical compositions by colleges and universities (80 FR 73117).
January 1, 2016: Effective date for COLA in royalty rates under satellite statutory license (80 FR 73118).
