Business opportunities for reconstruction in Ukraine. June 2023
Since Russia launched its full-scale invasion of Ukraine, on February 24 2022, the United States, joined by G7 countries and other allies, have made broad commitments to supporting Ukraine in resisting Russia’s war of aggression and to helping Ukraine rebuild itself.
To help engage the U.S. private sector in Ukraine’s reconstruction, our U.S. and Foreign Commercial Service teams are working to facilitate information sharing to help connect Ukrainian public agencies and private companies with U.S. companies who can offer expertise, technology, and capital, whether in agribusiness, infrastructure, IT, energy, or other sectors crucial to Ukraine’s economic future.
For example, the construction of "smart grids," the introduction of energy-balancing capacities, gas production using advanced technologies, and "green" metallurgy using direct recovery iron are areas that have been identified as priorities. Moreover, there is a demand for U.S. intelligent manufacturing technologies for industries such as metal and steel production and heavy machinery manufacturing, and the Government of Ukraine also wants to attract advanced manufacturers to its industrial parks.
While Ukraine’s wartime environment is hindering economic growth, there are opportunities for U.S. companies in different regions of the country, and we expect the Ukrainian government will be aiming to encourage a revitalization of local manufacturing using technologies that leapfrog Soviet-era industrial capacity destroyed or damaged in the war, with an eye toward future sales to the EU market.
American companies interested in the Ukrainian market are encouraged to reach out to the U.S. Commercial Service in Ukraine to explore specific opportunities.

The International Trade Administration (ITA) and U.S. Trade and Development Agency (USTDA) have published a Request for Information in the Federal Register to help inform ITA’s future programming, activities, and market intelligence tools on climate adaptation and resilience-related technologies and services.
This initiative supports the President’s Emergency Plan for Adaptation and Resilience (PREPARE). Comments are accepted until June 30, 2023.
