The first meeting of the new
2016-2018 charter of the Environmental Technologies Trade Advisory Committee
(ETTAC) will convene in Washington, DC on January 10 & 11, 2017. The
current charter is comprised of 42 senior executive-level representatives from
environmental technology companies, trade associations and non-profit
organizations. ETTAC serves as an advisory body to the U.S. Government’s
interagency Environmental Trade Working Group of the Trade Promotion
Coordinating Committee (TPCC), reporting directly to the Secretary of Commerce
in his/her capacity as Chairman of the TPCC. ETTAC advises on the
development and administration of policies and programs to expand U.S. exports
of environmental technologies, goods, and services. For further information,

After three years of development, the ISO-ETV 14034
standard has been published. EPA’s participation came as part of the former ETV
program’s original goal of harmonizing verification by cooperating with
international partners. EPA, represented by Julius M Enriquez and Lora Johnson,
participated in the development of the standard by working with U.S. Technical
Advisory Group 207, SC 4 Environmental Performance Evaluation to create a
standard that would represent EPA’s ETV processes and the US position. Most of
EPA’s ETV process was incorporated in developing the standard. EPA’s
Environmental Technology Innovation Cluster Program supported this effort. The
goal is to provide the procedures for objective, evidence-based evaluation
of claims for environmental technology performance. The standard provides a
reliable assessment process for verifying the environmental performance claims
of innovative technologies and technological processes, outlines a mechanism
for third-party verification to facilitate successful technology
commercialization, and helps build vendor credibility and buyer confidence by
providing the marketplace with the assurance that environmental performance
claims are valid, credible and supported by high quality, independent test data
and information.
The US was represented by Tim Hansen, former director
of the Greenhouse Gas Technology Center, which was a center identified under
the EPA ETV program. In its existence, the EPA ETV program verified nearly 500
environmental technologies. Currently, Lora Johnson and Julius Enriquez are
working to gain acceptance from ANSI and ANAB to adopt the standard for
certifying verification bodies. Other organizations, like the Water Energy and
Reuse Foundation, have expressed interest in adopting the standards.
