New Look-Alike Initial Designation Instructions

We published updated instructions for Look-Alike Initial Designation (LAL-ID) applications (PDF). They include an overview of changes made from the previous version. We will continue to add technical assistance (TA) resources to the LAL-ID TA webpage.

  • If you are submitting an LAL-ID application, be sure to carefully read the new instructions.
  • If you submitted an LAL-ID application between September 6 and December 13, we will review it based on these updated instructions.

Adding Transitional Care in Carceral Setting Locations in EHBs to Your Scope of Project

You can now request to add transitional care in carceral setting (TCCS) locations to your scope of project through the Scope Module in HRSA’s Electronic Handbooks (EHBs). TCCS locations must meet the criteria in Policy Information Notice (PIN) 2024-05 to be approved.

We strongly suggest that you contact us at least 60 days prior to the desired start date of your scope change. Having an early discussion will allow us to provide TA that may expedite your path to approval.

Submit requests to add TCCS locations through a Change in Scope (CIS) Scope Adjustment request for an "Administrative-Only Site." (Under "Scope Adjustment Request:  Make minor adjustments or modifications to scope of project," select "Add an Admin Only Site.") You cannot add TCCS locations as "Service Sites."

Approved TCCS locations will not appear in Find a Health Center. However, they will appear on your Form 5B in EHBs as Administrative-Only Sites.

Is Your Health Center in the Treatment Locator?

Last week, the HHS Administration for Strategic Preparedness and Response (ASPR) launched their enhanced treatments locator to aid patients and health care providers in quickly finding medications for COVID-19 and flu. HRSA-supported health centers are one of several kinds of entities represented in the locator. You can voluntarily opt in if you have in stock treatments for COVID-19 and/or flu (regardless of where your stock came from). You do not need to say how much you have, just that it’s in stock. Visit the locator website for more information.

As mentioned in our November 18 bulletin, you can join or continue participating in their COVID-19 therapeutics program. They will provide free Paxlovid from the ASPR-procured supply until their inventory is depleted or until December 31, 2028, whichever comes first. The ASPR-distributed supply must remain available to patients for free. 

The U.S. Government Patient Assistance Program, operated by Pfizer under an agreement with ASPR, is another option for you to provide free COVID-19 therapeutics. ASPR announced some changes with this program that will take place in the new year. Visit ASPR’s COVID-19 therapeutics announcements to learn more.

FY 2025 NTTAP and FY 2025 PCA NCC Progress Reports

HRSA released the Non-Competing Continuation (NCC) progress report instructions for fiscal year (FY) 2025 NTTAPs and state and regional Primary Care Associations (PCA). The NCC progress reports are now available in EHBs.

You must submit your progress report by 5:00 p.m. ET on Tuesday, February 11, 2025. We must approve your report for you to receive funding for the FY 2025 budget period of July 1, 2025, through June 30, 2026. Submit questions to the NTTAP Response Team or the PCA Response Team via the BPHC Contact Form (Non-competing Continuation (NCC) Progress Reports (e.g., BPR) > National Training and Technical Assistance Partners or State and Regional Primary Care Associations).


Public Comment Period Open: Proposed 2025 UDS Changes

HRSA invites your review of proposed changes to the Uniform Data System (UDS) instrument beginning with the 2025 performance year, through a Federal Register Notice (FRN). Visit the FRN website to learn more and submit your comments by the deadline: Tuesday, January 21, 2025.


Additional CDC Guidance on COVID-19 Vaccination

In October, CDC’s Advisory Committee on Immunization Practices expanded on existing COVID-19 vaccination guidance. They now recommend additional doses for some people based on their age and whether they are immunocompromised. Get the details on CDC’s website.

The HRSA-funded National Clinician Consultation Center’s Substance Use Warmline provides free guidance to health center clinicians. Experts can advise on managing substance use disorders (SUD), prescribing medications for opioid use disorder, and addressing co-occurring conditions. Available Monday through Friday, 9:00 a.m. to 8:00 p.m. ET (except on some holidays), the Warmline is a trusted resource to support you in delivering patient-centered care. HRSA recently held a webinar on the National Strategy to Improve Maternal Mental Health Care as well as HRSA and HHS initiatives that are integrating prevention and care for intimate partner violence, SUD, and maternal health. If you missed it, watch the recording on YouTube.


January is SUD Treatment Month

SAMHSA has released a toolkit for the first SUD Treatment Month, to be observed January. It raises awareness of the benefits and availability of evidence-based treatments for people with a SUD; addresses barriers to treatment, including stigma; and normalizes seeking help.
