SAC NOFO Released for May 1 Starts
HRSA released the fiscal year (FY) 2025 Service Area Competition (SAC) Notice of Funding Opportunity (NOFO) for service areas with a May 1, 2025, period of performance start date (HRSA-25-016).

Deadline Reminder: SAC – Additional Areas for Rochester, NY, and Harrison, OH
SAC HRSA-25-087 applications for the Rochester, New York, and Harrison, Ohio, service areas are due in EHBs by 5:00 p.m. ET on Wednesday, September 4. TA materials are available on the SAC TA webpage.
ALERT: EHBs System Issue Impacting FY 2025 SAC Applications
Some applicants to the FY 2025 SAC have reported a system error in EHBs on Form 1A: General Information Worksheet. Pre-populated and read-only UDS data in the Baseline Values, Patients, and Visits columns may display an error that prevents an applicant from completing Form 1A and submitting the application. We anticipate that this problem will be resolved by Friday, August 23.
If you encounter a system error on Form 1A, please direct questions or concerns to the SAC Technical Assistance Team using the BPHC Contact Form (Funding > Application for NOFOs > Service Area Competition).

NAP Deadline Approaches
New Access Points (NAP) funding supports new health center service delivery sites that expand primary health care for underserved communities. We plan to make NAP awards in FY 2025, if funding is available. Phase 1 of NAP applications are due in Grants.gov at 11:59 p.m. ET on Friday, August 30. Phase 2 are due in EHBs by 5:00 p.m. ET on Monday, September 30. You must submit in both Grants.gov and EHBs for your application to be considered.
The NAP TA webpage has applicant resources. We will also respond to your questions through the BPHC Contact Form.

How do I complete the SF-424 in Grants.gov if I have a current H80 award?
You are applying as a satellite. For Type of Applicant (Box 2), you will check the "Revision" box, select "Other," and then type "Supplement." In Box 5b, enter your H80 grant number.

Should I include my current Health Center Program (H80) budget in my NAP budget?
No. The NAP budget should only include the revenue and expenses related to your proposed NAP project. This includes costs that will be charged to the NAP award and non-federal funds you plan to use to support the project. For example, include only personnel that support sites proposed on Form 5B: Service Sites. See the SF-424A and Sample Budget Narrative resources on the NAP TA webpage for more information.

Office Hour for FY 20/21 PCHP Final Progress Reporting
If your health center received Ending the HIV Epidemic – Primary Care HIV Prevention (PCHP) funding for FY 2020 or FY 2021, your final semi-annual progress report is due Sunday, September 15. The report will be available in EHBs on Sunday, September 1. We’re hosting an office hour session to address your questions. Note that this session is ONLY for FY 2020 and FY 2021 awardees.

The National Association of Community Health Centers (NACHC) is working with 21 other NTTAPs to create relevant trainings and professional development opportunities for health center staff, and your input is essential!

CDC Health Advisory: Increased Oropouche Virus Activity
The CDC has issued a health advisory to notify clinicians and public health authorities of an increase in Oropouche virus disease, originating from endemic areas in the Amazon basin and new areas in South America and the Caribbean. Travel-associated cases have been identified in the United States and Europe. The health advisory provides recommendations on evaluating and testing travelers who have been in impacted areas with signs and symptoms consistent with Oropouche virus infection.
Comments Requested: Proposed Changes to Medicare Physician Fee Schedule
CMS invites public comments on the Medicare Physician Fee Schedule Proposed Rule for Calendar Year 2025. They’ll use the input to develop the final rule. Submit comments on the Federal Register website by Monday, September 9.
CMS’ website lists key proposed changes for 2025. Your health center may be most interested in commenting on proposed changes in these areas:
- Temporarily allowing FQHCS to bill for non-behavioral health visits furnished via telehealth through December 31, 2025.
- The idea of redefining a “visit” to include live video to allow FQHCs to provide all services via telehealth at their applicable rates.
- Reporting care coordination services by FQHCs.
- Billing and payment for Part B preventive vaccines and their administration by FQHCs.

HHS (through FDA, NIH, and others) is collecting data on medications you are trying for your patients’ Long COVID symptoms. They want to know whether you feel any of these medications have improved your patients’ symptoms, have had no impact, or have made your patients’ symptoms worse. HRSA Celebrates Ryan White HIV/AIDS Program
Sunday, August 18 marked the 34th anniversary of the Ryan White HIV/AIDS Program (RWHAP). In 1990, Congress enacted the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. Today, the RWHAP serves more than half a million people with diagnosed HIV across the United States. Learn more about the program’s history.

HRSA Publishes 2022 RWHAP EHE Initiative Data Report
HRSA’s HIV/AIDS Bureau (HAB) recently released the latest Ending the HIV Epidemic in the U.S. (EHE) data for the RWHAP. The report presents national quantitative and qualitative data on services delivered by EHE-funded recipients. In 2022, HAB EHE-funded providers served 22,001 clients new to care and 19,204 clients estimated to be re-engaged in care, nearly double the number of new and re-engaged clients served in 2020.
