DUE FRIDAY: COVID-19 Bridge Semiannual Progress Report
Fiscal year (FY) 2023 COVID-19 Bridge funding (H8L) recipients: Your semiannual progress report is available in HRSA’s Electronic Handbooks (EHBs) and due to us by THIS Friday, June 28. FY 2025 Budget Period Progress Report Non-Competing Continuation Released for January 1 Budget Period Starts
Yesterday, HRSA released the FY 2025 Budget Period Progress Report (BPR) Non-Competing Continuation (5-H80-25-001) for Health Center Program award recipients with a January 1 budget period start date. These award recipients have a BPR submission available for completion in EHBs with a deadline of 5:00 p.m. ET on Friday, August 16. TA materials and deadlines for all FY 2025 BPRs are available on the BPR TA webpage.
Compliance Tip: Board Composition
This is the second in a monthly series that will help you maintain continuous compliance. Find last month’s in the May 28 Digest.
Provide appropriate documentation to meet the Service Area Competition/Renewal of Designation review criteria for Element c of Board Composition, which is about current board composition. You must demonstrate that:
- Form 6A reflects the current board composition, and the patient members section only includes patient member characteristics.
- Patients representing patient demographics consistent with Uniform Data System (UDS) data fill at least 51% of board positions.
- The board includes adequate representation of any special population for which you receive special population funding (section 330(g), (h), and/or (i)).
- No more than half of non-patient board members receive over 10% of their annual income from the health care industry.

Health Center Financial Management: Best Practices and Risk Mitigation
We are partnering with the National Association of Community Health Centers (NACHC) to present a webinar on the health center revenue cycle and ways to strengthen payment oversight. Content is geared toward CEOs, CFOs, billing cycle managers, risk managers, board members, and anyone involved in payment oversight. NACHC faculty and a health center will share lessons learned and recommendations on securing your systems and processes in the wake of cyberattacks and health care data breaches.

TOMORROW: Bridging the Gap Between Rural Homelessness and Health Care
HRSA’s Federal Office of Rural Health Policy and the National Organization of State Offices of Rural Health invite Primary Care Associations and others to attend a collaborative webinar. Hear from recipients of HUD-sponsored funding to address rural homelessness and learn how you can get involved to improve rural housing and address the social determinants of health.

Quarterly 340B Program Registration
Quarterly 340B Program site registration is open from July 1 to 15. Health centers will be able to register a site that has been verified as implemented and with a site status reflected as “active” in EHBs Form 5B through Tuesday, August 27. After that date, the system will close to prepare for the October 1 start.
Email the 340B Prime Vendor Program or call 888-340-2787 (Monday-Friday, 9:00 a.m.-6:00 p.m. ET) to register a new site or ask questions. You will need to provide the following information when calling:
- Health center name.
- Site/clinic name.
- Site IDs for all sites.
- HRSA/BPHC grant number.
- Contact name and email address.
- Authorizing official name and email address.
The Authorizing Official will receive an email message that the account is unlocked and a registration may be submitted.
HRSA’s May Roundup
In May, HRSA moderated a White House panel on maternal health, celebrated Public Service Recognition Week and National Nurses Week, hosted a listening session for stakeholders on budget priorities for FY 2026, helped launch a national strategy to improve maternal mental health care, presented on the future of the primary care workforce, presented on HRSA supports for people experiencing homelessness, and observed National Asian and Pacific Islander HIV/AIDS Awareness Day. The HHS Office of Infectious Disease and HIV/AIDS Policy's series — focused on stopping syphilis — kicks off tomorrow. The first seminar, “Clinical Presentations of Syphilis: How Current Infections Can Differ from Textbook Cases,” explores varying clinical manifestations of syphilis in patients and how they may differ from traditional textbook descriptions.

Finalists Announced in NIH Build UP Trust Challenge
NIH recently announced the Build UP Trust competition finalists and honorable mentions. Visit the challenge website for the list. External experts and federal employees peer-reviewed and judged over 200 solutions to increase research participation and the adoption of medical care by building trust and improving engagement with historically underserved communities. NIH invited the 20 finalists and honorable mentions to use the next year to strengthen, implement, and test their solutions before submitting and demonstrating their results. The challenge will award up to four prizes of up to $200,000 each.
