New Health Center Program GeoCare Navigator
The new Health Center Program GeoCare Navigator has launched! This new mapping tool is tailored to Health Center Program needs. Users can evaluate the geographic reach, penetration, and growth of the Health Center Program and its relationship to other federally linked health resources.
This tool replaces the Uniform Data System (UDS) Mapper, which will sunset in March 2024.
How this affects you
- Use the tool to aid in the review of applications, view geographic reach and penetration rates of health centers, and evaluate geographic and demographic data at the ZIP code-level to inform Health Center Program decision-making.
- See the introductory video, User Guide (PDF), and more on the “Resources” dropdown menu.
- Direct health centers and others to the Health Center Program GeoCare Navigator (e.g., in Notices of Funding Opportunities, web content, and technical assistance resources). Remove references to the UDS Mapper tool by March 2024.
Next steps
Stay tuned for more information about the GeoCare Navigator, including additional training and documentation, in the coming months. If you have questions about the tool, send them via the BPHC Contact Form (Health Center Data and Research> HCP GeoCare Navigator).

UDS Clinical Quality Measure Dashboard now available on SharePoint
You can now use the UDS CQM Dashboard to summarize and visualize data on Clinical Quality Measure (CQM) trends at national, state, and health center levels between 2018 and 2022, and for select health center characteristics.
The dashboard provides pre-set options based on common UDS data requests, including:
- Regional, state, and health center annual CQM snapshots
- CQM trends charts from 2018 to 2022
- CQM state and territory maps
- Health centers meeting Healthy People 2030 targets
- Improvement in CQMs between the two most recent reporting years

Need communications help? Contact your OSBO communication liaison!
OSBO communication liaisons work with BPHC offices and divisions to support their communication needs. Your liaison is your primary OSBO Communications Division contact and will work with you to navigate communication projects such as:
- Strategizing the best ways to communicate your communication needs
- Helping you develop an effective communication plan
- Promoting new tools, resources, and information
- Launching a new webpage or social media strategy
- Ensuring bureau content is accessible (e.g., 508 compliance and plain language)
- Generating written and visual storytelling
Contact your liaison at any time to discuss your specific projects (ideally at the beginning of a project). Many divisions meet biweekly or monthly with their liaison, depending on need. See the list of liaisons.

When did you join the Bureau of Primary Health Care? How does your current role contribute to the Health Center Program?
December 2023.
My role will be focused on developing statistical/machine learning models with the UDS+ data when it arrives. I’ll also do research to show the impact of the Health Center Program.
What is one thing your co-workers would be surprised to learn about you, for example, a hidden talent? I ran the Detroit half-marathon last year.
When I was a kid, I wanted to be: A professional tennis player.
What special event would you like a VIP pass to attend? U.S. Open Tennis Championships.

2024 HHS Annual Kids’ Earth Day poster contest
Go Green Get Healthy HHS is calling all kids from kindergarten through high school to help teach the rest of us what Earth Day is all about through the HHS Annual Kids’ Earth Day Poster Contest! Any child in grades K-12 whose parent, grandparent, aunt, uncle, guardian, or other family member is an employee or contractor of HHS is eligible.
Posters will be judged on creativity and the ability to show a connection between Earth Day and the theme “Planet vs. Plastics.” Specifically, how can we step up to the challenge of reducing plastics, particularly single-use plastics, and their pollution in our everyday life? Find ideas on the HHS Reduce Plastic Use intranet page or EarthDay.org.
They encourage kids to use or attach real, three-dimensional recycled or repurposed objects to enhance their poster! Additional consideration will be given to posters that incorporate the HHS mission.
Submit copies of posters via email, in PDF or JPG format only, to Diana Hirschfeld at GoGreen@hhs.gov by Tuesday, February 20. Each poster must be accompanied by a release form. For more details, see the HHS Kids’ Earth Day Poster Contest Procedures.

Prepare for political season with Hatch Act training
The Hatch Act places some limits on the ways federal employees may engage in political activities. To help you navigate this political season, the Office of General Counsel Ethics Division is offering training on “Political Activities and the Hatch Act.” It will cover Hatch Act basics, limitations that apply to all federal employees, additional limitations that apply to further restricted employees (career SES, administrative judges, and Commissioned Corps officers), and the specifics of how the Hatch Act applies to social media activities.
The first three 2024 training sessions will be held live via WebEx:
- Thursday, February 8, 1:00-2:00 p.m. ET
- Wednesday, April 10, noon-1:00 p.m. ET
- Tuesday, June 4, 10:00-11:00 a.m. ET
To attend a session, complete the Hatch Act training registration form. Registration closes at the end of the day two days before the training. You will receive the training materials and WebEx connection information the day before your scheduled training date. These sessions will continue regularly in 2024.
Systems Corner
New EHBs features
Several recent improvements in HRSA’s Electronic Handbooks (EHBs) allow users to use the system more efficiently. These changes became effective on Thursday, January 25.
- The Send Email Component attachment feature displays attachments in the attachment section of the email. Previously attachments were shown in the body.
- The Export button changed from Export to Export to Excel on the Search all FTCA Grants – List page. Exporting now generates a list of grants based on your filtered criteria. Previously, exporting pulled the full list of grants regardless of filter selections, requiring people to filter again within the exported spreadsheet.
- The grid on the FTCA Oversight List page now allows multi-column sorting. Previously, only single-column sorting was available. The change allows multiple columns to be sorted ascending or descending.
