Complete List of Health Professional Shortage Areas Designations
HRSA published a Federal Register Notice (FRN) announcing the complete list of Health Professional Shortage Areas (HPSA) designations. This notice reflects the updated list of designated HPSAs, and withdraws all HPSAs that were in a “proposed for withdrawal” status as of December 2, 2023.

Today’s FRN is the second of two notices about the updated HPSA designations. Prior to today’s action, HRSA worked with the State Primary Care Offices to submit new data and designation applications.
In 2024, HRSA will continue to inform the public about the availability of the complete HPSA designation list using the following two-step notification process:
- On or before May 1, 2024, HRSA will issue a FRN with all HPSAs that are either designated or in “proposed for withdrawal” status.
- State Primary Care Offices will have until October 1, 2024 to submit new data and designation applications, prior to the October 14, 2024 data pull. This will allow HRSA time to review those submitted applications.
- In November 2024, HRSA will publish a second FRN removing all HPSAs that were in a “proposed for withdrawal” status as of the October 14, 2024 data pull.
