Background
OHCPM provides oversight of BPHC’s primary health care service delivery programs, including those focused on special populations. OHCPM promotes and supports the health center model of care and engages health centers and other stakeholders to optimize organizational performance, improve primary care outcomes, and advance health equity. Further, OHCPM is the primary point of health center engagement and the review/approval of key tasks that ensure health centers sustain continuous compliance.
The positions that will be filled through this reassignment are in the following functional areas:

Compliance, Evaluation and Support (CES) is responsible for assessing all Service Area Competition (SAC), Renewal Designation (RD), Budget Period Progress Report (BPR), and Annual Certification (AC) applications. In addition, CES reviews post-award compliance-related submissions/post-award activities and leads training efforts in collaboration with other offices to increase OHCPM staff knowledge of Health Center Program requirements and compliance.

Health Center Engagement (HCE) serves as the primary point of contact and responds to inquiries from Health Center Program awardees, look-alikes, and other stakeholders.

Technical Assistance & Assessments (TAA) is responsible for Operational Site Visits (OSVs) and developing proactive technical assistance to support continuous health center compliance with program requirements.

Program Data & Strategic Operations (PDSO) analyzes Health Center Program compliance data, conducts risk analysis, leads strategic planning, and coordinates administrative support.
Duties*
Compliance, Evaluation & Support (CES):
- Assess and monitor compliance via reviewing and processing SAC/RD applications, progressive action conditions (PAC), and BPR/AC submissions.
- Ensure that Health Center Program awardees and look-alikes understand Health Center Program requirements and how to remain continuously compliant throughout their respective project periods.
- Facilitate trainings for OHCPM staff on Health Center Program requirements.
Health Center Engagement (HCE):
- Serve as a primary point of contact and provide case management/support for Health Center Program awardees and look-alikes. This includes conducting routine monitoring calls; reviewing/approving changes in scope and prior approval requests; and engagement with health center key leadership regarding challenges related to compliance and/or continuity of care.
- Review, manage, and respond to Salesforce inquiries routed to OHCPM.
Technical Assistance & Assessments (TAA):
- Serve as a BPHC Federal Representative on OSVs and coordinate the site visit process for all types of site visits (TA, Verification, OSV, etc.)
- Support the improvement of OSV efficiencies, including facilitating trainings and webinars for BPHC staff serving as federal representatives and MSCG consultants.
- Participate in assigned OSVs and complete pre- and post-OSV activities.
Program Data & Strategic Operations (PDSO):
- Analyze Health Center Program compliance data and prepare data reports.
- Conduct Health Center Program risk analysis.
- Collaborate with functional area counterparts to analyze high-profile grantees; participate in case management discussions.
- Collect and analyze data to inform OHCPM strategic planning activities and objectives.
- Serve as POC and/or liaison for data-related needs/inquiries within OHCPM.
- Assist in coordinating OHCPM administrative support activities.
Cross-cutting duties:
- Collect, compile, analyze, and interpret information and quantitative and qualitative data for use in program decisions and in response to inquiries from internal and external stakeholders.
- Review incoming materials that may impact BPHC programs, including regulations, policies, guidelines, and materials for internal and external stakeholders that are highly sensitive and complex. Ensure that responses are consistent with the organization’s mission and goals.
- Serve as a representative on Office, Bureau, and/or Agency workgroups to share and demonstrate innovations and best practices.

- At the GS-12 or 13 grade levels, comprehensive knowledge of Health Center Program requirements/Compliance Manual and administration of the Health Center Program.
Strongly preferred skills
- Experience managing inquiries in Salesforce and interacting directly with external and internal stakeholders.
- Experience in reviewing qualitative and quantitative data.
- Knowledge of a wide range of qualitative and/or quantitative methods to develop data collection tools to inform the review and evaluation of public health programs.
- Ability to provide critical advice and assistance in overcoming barriers to Health Center Program compliance.
- Ability to develop, coordinate, and/or lead new initiatives that enhance program monitoring and engagement.
