HRSA Awards Fiscal Year 2023 School-Based Service Expansion Funding

Yesterday, HRSA awarded $25 million to 77 health centers to expand primary health care, including mental health services, in schools. HRSA Administrator Carole Johnson announced these awards at an event in Lansing, Michigan.

“HRSA is investing in increasing mental health care and support in schools and in helping pediatricians meet the mental health needs of their young patients,” Johnson said. See the press release.

HRSA-funded health centers serve nearly nine million children and operate more than 3,600 sites in schools across the country. Health centers will use today’s funding to expand access to general primary and mental health care in new or expanded school-based sites. Projects may include hiring additional mental health providers, renovating space at schools to expand services, and purchasing mobile vans to increase the number of schools and children served.

GeoCare Navigator Coming in Early 2024

HRSA is launching an enhanced Health Center Program GeoCare Navigator in early 2024 on data.hrsa.gov. We will sunset the UDS Mapper at the end of March 2024. There will be no gap in access to a mapping tool.

You can use the UDS Mapper through March 2024 to generate service area maps for funding applications, change in scope requests, and other applications. We will no longer hold UDS Mapper webinars and trainings after this month. However, between now and March 2024, you can still access user guides and recorded webinars on the UDS Mapper Tutorials and Resources webpage.

The GeoCare Navigator tool will be user-friendly and more tailored to Health Center Program needs. Users will still be able to:

  • Evaluate the geographic reach, penetration, and growth of the Health Center Program and its relationship to other federally linked health resources.
  • View critical geographic and demographic data at the ZIP code-level, leveraging a variety of datasets to support improved access to health care.

Deadline Reminder: Fiscal Year 2024 Budget Period Progress Report Noncompeting Continuation for March 1 Budget Period Starts

Budget Period Progress Report (BPR) submissions for Health Center Program award recipients with a March 1 budget period start date are due in HRSA’s Electronic Handbooks (EHBs) by 5:00 p.m. ET on Friday, October 6. TA materials are available on the BPR TA webpage.

Policy Tip: Billing and Collections

If a health center provides "new patient visits" that involve a greater intensity of services based on locally prevailing rates and actual health center costs, then it may create a separate fee in its fee schedule for those types of visits. However, a health center cannot have sliding fee discount schedules that are different for new versus established patients. Sliding fee discounts must be applied uniformly to all patients and based only on income and family size.

Quarterly 340B Program Registration

Quarterly 340B Program site registration is open from October 1 to 15. You can register a site verified as implemented and with a site status of “active” in EHBs Form 5B through Friday, November 24. After that date, the system will close to prepare for the January 1, 2024, start.

Email the 340B Prime Vendor Program or call 888-340-2787 (Monday-Friday, 9:00 a.m.-6:00 p.m. ET) to register a new site or ask questions. You will need to provide the following information when calling:

  • Health center name
  • Site/clinic name
  • Site IDs for all sites
  • HRSA/BPHC grant number
  • Contact name and email address
  • Authorizing official name and email address

The authorizing official will receive an email message that the account is unlocked, and a registration may be submitted.

The federally-support Suicide Prevention Resource Center is producing a series of guides to support the mental well-being of Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, Asexual, and Two-Spirit (LGBTQIA2S+) youth. The first one focuses on resources for professionals, families, and communities. They plan to add one for health and behavioral health professionals.

The U.S. Department of Veterans Affairs and the Ad Council launched new public service announcements for their ongoing national campaign: “Don’t Wait. A dozen HRSA-funded NTTAPs are collaborating on this four-session forum focused on preparing for and responding to various emergencies. This series is primarily for health centers serving priority populations, such as agricultural workers, individuals experiencing homelessness, public housing residents, and other vulnerable groups, including older adults and Asian American, Pacific Islander, and Native Hawaiian patients.
