These reassignments do not allow for a promotion or new placement on a career ladder. They are lateral reassignment opportunities only. Relocation expenses will not be paid.

Background

These positions are in OPPD across the four functional areas described below:

• Policy develops and clarifies Health Center Program and related policy resources, analyses, and communications that provide clear, transparent parameters to effectively administer and advance the Health Center Program mission and strategic priorities.
• Strategic Initiatives ensures BPHC funding priorities and strategies are data-driven and network-informed, leverage capital resources to advance BPHC’s mission and strategic priorities, and ensure accountability for BPHC funding-related requirements and obligations.
• Ongoing Investments develops funding opportunities for ongoing investments and look-alike application guidance that advances BPHC’s mission and strategic priorities.
• Expansion develops funding opportunities for new investments that expand the Health Center Program in response to Congressional directives and anticipates key emerging issues in the public health and health care landscapes to improve outcomes.

Duties*

Policy:

• Serve as an Analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, state, and/or national levels.
• Develop, update, assess, and implement continuous quality improvement for Health Center Program policy and related resources to ensure alignment with statutes and regulations and reflect stakeholder and other evolving programmatic needs, including the Compliance Manual, Site Visit Protocol, and Conditions Library.
• Review and assess the impact of current, proposed, and new policies and regulations on the operations of the Health Center Program.

Strategic Initiatives:

• Develop short and long-range goals for BPHC and participate in budget formulation activities and performance measures that enable the advancement and evolution of the Health Center Program. Assist in preparing budget initiatives that are consistent with HRSA and HHS priorities.
• Provide analysis and synthesis to support of those responsible for answering Congressional and constituent organization requests, including controlled correspondence, telephone, and other immediate requests.

Expansion and Ongoing Investments:

• Translate HRSA and BPHC priorities, appropriation, and other legislative guidance into funding opportunities.
• Lead collaborative cross-agency efforts to gain input in developing funding opportunities and navigate clearance of funding opportunities through HRSA and HHS.
• Support the development of associated application and review systems (e.g., EHBs).
• Provide internal and external technical assistance in support of funding opportunities.
• Lead the pre-award process for BPHC funding opportunities, including conducting completeness and eligibility reviews, objective review of applications, and pre-funding reviews.
• Support the roll-out of awards, including developing application data reports, funding recommendations, and award materials.
• Provide related technical assistance and conduct pre-designation look-alike application and compliance reviews to establish new health centers in areas of need.

Cross-cutting duties:

• Collect, compile, analyze, and interpret information and quantitative and qualitative data for use in program decisions and in response to inquiries from internal and external stakeholders.
• Review incoming materials that may impact BPHC programs, including regulations, policies, guidelines, and materials for internal and external stakeholders that are highly sensitive and complex. Ensure that responses are consistent with the organization’s mission and goals.

• At the GS-12 or 13 grade levels, comprehensive knowledge of the range of policies, regulations, and precedents applicable to the development and administration of the Health Center Program.
