Health Centers with a February 1 Start Date: Review Your Patient Target by Thursday, May 4
We updated patient targets for Health Center Program award recipients with a February 1 budget period start date. On Thursday, April 20, we sent an email message to the Authorizing Officials and Project Directors of these health centers. It clarifies whether the health center will complete a fiscal year (FY) 2024 Service Area Competition (SAC) or Budget Period Progress Report. It also provides a direct link to the updated patient target. Health centers that will complete an FY 2024 SAC and have a February 1, 2024, award start date should review their patient target and take appropriate action in HRSA’s Electronic Handbooks (EHBs) by Thursday, May 4.

Applications Due Next Week: School-Based Service Expansion Funding
Applications for FY 2023 School-Based Service Expansion (SBSE) funding are due in EHBs by 5:00 p.m. ET next Monday, May 1. Visit the FY 2023 SBSE TA webpage for the notice of funding opportunity, a recording of the TA webinar, and FAQs. National Advisory Council on Migrant Health Meeting
The National Advisory Council on Migrant Health (NACMH) will hold an in-person meeting in Lutz, Florida, May 24-25. The event is open to the public and will include an option to attend virtually. Visit the NACMH webpage to view the agenda and learn more.
NACMH advises and makes recommendations to the HHS Secretary on policy, program development, and other topics related to migrant health centers and other organizations that serve migratory and seasonal agricultural workers (MSAW) and their families.

If a health center has a contract with an answering service that only transfers calls to a provider without exercising professional medical judgment in assessing a health center patient's need for emergency medical care, the service is not recorded on Form 5A for the purposes of after-hours coverage. Primary Care HIV Prevention Community
The Health Center Program Community (HCPC) is an online platform for participants in specific BPHC programs to get timely updates, interact with other health centers, and access training and TA resources. It began in 2021 as a place for COVID-19 Response Program participants to receive updates and discuss challenges and promising practices.
We’ve launched a new community within the platform for EHE – Primary Care HIV Prevention (PCHP) award recipients to exchange ideas, experiences, and resources related to implementing and sustaining HIV testing and pre-exposure prophylaxis (PrEP) services.
If your health center receives PCHP funding, visit the PCHP Community. Those who have accessed the HCPC for other work will use their existing login. Navigate from the HCPC home page to the PCHP page by selecting Funding > PCHP > Home. If you do not have a login, click “Request Access,” and walk through the steps to request one.
Supporting and Affirming LGBTQI+ Youth – an Updated, Evidence-Based Roadmap
SAMHSA’S newly released report, Moving Beyond Change Efforts: Evidence and Action to Support and Affirm LGBTQI+ Youth (PDF), is a comprehensive research overview of effective and ineffective therapeutic practices related to youth of diverse sexual orientation and gender identity.

HHS Announces "HHS Bridge Access Program For COVID-19 Vaccines and Treatments" to Maintain Access to COVID-19 Care for the Uninsured
HHS’ press release affirms that, even as commercialization transition plans commence, health centers will continue their critical role in ensuring that COVID-19 vaccines remain available to anyone who needs them.
At this time, HRSA’s COVID-19 Response Programs are continuing as the U.S. government plans commercialization and the end of public health emergency next month. These programs allow HRSA-supported health centers to receive direct allocations of vaccines, testing supplies, and therapeutics. If your health center doesn’t yet participate in these programs and would like to, submit an inquiry through the BPHC Contact Form.

Providers at HRSA-funded health centers can access CME about HIV treatment through their phones. Register for daily (on weekdays only) questions. Updated Toolkit Available
The Self-Measured Blood Pressure (SMBP) Monitoring Implementation Toolkit (PDF) helps organizations integrate SMBP monitoring into care processes and workflows. The latest version adds a section to help a care team identify best uses of SMBP for patients based on their blood pressure readings and risk factors. This workflow is courtesy of Health Federation of Philadelphia, a HRSA-funded Health Center Controlled Network. The National Association of Community Health Centers (NACHC) developed the toolkit for CDC’s Million Hearts initiative.

Changing Climate and Pediatric Healthcare
