DUE NEXT WEEK: School-Based Service Expansion Funding Applications
Fiscal year (FY) 2023 School-Based Service Expansion (SBSE) funding applications are due in Grants.gov by 11:59 p.m. ET on Friday, March 31, and in HRSA’s Electronic Handbooks (EHBs) by 5:00 p.m. ET on Monday, May 1. Visit the FY 2023 SBSE technical assistance (TA) webpage for the notice of funding opportunity (NOFO), TA webinar slides, and FAQs. Use the BPHC Contact Form to contact the SBSE TA team. Under “Funding,” select “Applications for Notice of Funding Opportunities,” and then select “School-Based Service Expansion.”
DUE IN TWO WEEKS: Primary Care HIV Prevention for FY 2020 Award Recipients
Health centers that first received Primary Care HIV Prevention (PCHP) funding in FY 2020 may request additional PCHP funding in FY 2023 through an Electronic Document Management (EDM) submission in EHBs. EDM submissions are due by 5:00 p.m. ET on Tuesday, April 4. EDM instructions, informational slides, and other resources are available on the PCHP TA webpage.
TA Webinar Recording for FY 2023 Early Childhood Development Funding
The FY 2023 Early Childhood Development (ECD) TA webinar recording, slides, and transcript are now posted on the ECD TA webpage. Applicants may request up to $200,000 for each year of the two-year period of performance. See the ECD FAQs webpage for more information on how to complete your application components, including the ECD budget request. Applications are due in EHBs by 5:00 p.m. ET on Tuesday, April 18.

New Resources Available for Understanding Health Center Service Area Needs
HRSA’s new webpage houses resources about the Unmet Need Score, Service Area Status, and new service utilization benchmarks. HRSA developed these benchmarks to understand the existing unmet need for access to mental health, substance use disorder, oral health, vision, and interpretation/translation services in underserved areas and populations served by health centers.
Updated Patient Targets Releasing Soon
This month, HRSA will begin a staggered release of updated patient targets for Health Center Program (H80) award recipients. Make sure the contact information for Authorizing Officials and Project Directors is up-to-date in EHBs to ensure your health center receives the message in a timely manner.

CDC Recommends Testing All Adults for Hepatitis B
CDC updated and expanded its previous recommendations regarding screening for hepatitis B virus infection in the U.S. New recommendations include hepatitis B screening for all adults at least once during their lifetime. See CDC’s website for details.
HRSA is planning a webinar for health centers that will feature the recommendation author. Stay tuned to the Digest for details!
Act Now to Ensure Continued Access to EHBs
Beginning Friday, May 26, you will have to use Login.gov to access EHBs. That site employs two-factor authentication, which creates an extra layer of security beyond just a username and password. (Note: In a previous publication of this content, the full name of “Login.gov” was truncated in several places.)
- If you have an existing Login.gov account with the same email address you use in EHBs, you do not need to create a new account.
- If you have an existing Login.gov account with a different email address than what you use for EHBs, you will need to create a new account using the email you use for EHBs.
- If you do not have an account on Login.gov, create one now to ensure continued access. Be sure to use the same email address that you use to access EHBs.

Black Maternal Health Week is April 11-17. HRSA invites health centers to send photos that capture how you are improving health outcomes for Black women before, during, and after pregnancy. Get details, including on how to submit and how the photos may be used, on HRSA’s webpage.

USDA Funding to Improve Nutrition
USDA’s Gus Schumacher Nutrition Incentive Program brings together stakeholders from various parts of the food and health care systems. One aim is to demonstrate and evaluate how projects reduce health care use and costs. Read about open funding announcements on USDA’s website.

Overcoming Adversity and Fostering the Mental Health of Latino/Hispanic Youth and their Families through Integrated Care
Presenters at this HRSA webinar will speak about the importance of integrated care and cultural competence/trauma-informed care, especially when providing mental health services to this population. They will share HRSA and patient education resources, outreach strategies, and cultural considerations related to mental health with Latino/Hispanic youth and their families. A Community Health Worker (CHW) will also share their experience. This webinar will be presented in Spanish with live interpretation in English.

Cannabis Use Disorder (Rescheduled)
Due to a weather event, we rescheduled our March 6 webinar. Join speakers from the HRSA-funded National Clinician Consultation Center who will provide an overview of cannabis use disorder (CUD), including signs and symptoms of CUD. They will also explore the risks and consequences of CUD and offer treatment strategies.

HRSA released a NOFO. The purpose is to provide comprehensive primary health care and support services in an outpatient setting for low-income people with HIV. All applications are due in Grants.gov by 11:59 p.m. ET on Monday, April 3.

National Health Service Corps Scholarship Program Application Open
The 2023 National Health Service Corps Scholarship (NHSC) Program application cycle is now open. Eligible primary care medical, dental, and nursing students interested in practicing in high-need communities can receive payment for tuition, fees, and other reasonable educational costs as well as a monthly stipend for living expenses. Providers serve at least two years at NHSC-approved sites in underserved communities. Funding is available for up to four years. Learn more or apply by Thursday, April 27, on HRSA’s webpage.

Structural Competency Learning Group for Health Center Operations
Health Partners on IPV + Exploitation and Health Outreach Partners joined together to present an opportunity for health center operations leaders to learn, analyze, and discuss structural factors that cause health inequities and lead to higher risk of harm, including intimate partner violence, exploitation, and human trafficking.
