Dear Colleagues,

This is a time to reflect and to give thanks. As I look back at 2022, I think about the many ways you delivered for your patients, your communities, and each other. I and all of us at the Bureau of Primary Health Care are so proud to work with you!

I’m especially grateful that this year the Health Center Program celebrated an historic milestone: serving more than 30 million people! I am also grateful that 2022 brought a return to traveling so that I could enjoy seeing so many of you in person.

You may know that Surgeon General Murthy recently published his “Framework for Workplace Mental Health and Well-being.” Dr. Murthy’s five Essentials include “Mattering at Work” and “Work-Life Harmony.”

There’s absolutely no question: Your work matters tremendously. This Thursday, millions of people across this country will give thanks for good health, and you’re a big part of why they’re able to do so!

Work-life harmony has taken on increased importance during the pandemic. 2022 was yet another challenging year, and such challenges take a toll. Symptoms of burnout are serious, and Dr. Murthy targets health worker burnout as one of his top priorities along with workplace well-being.

I know you’ve spent most of this year focused on others’ health, but it is my hope that during this winter holiday season, and throughout 2023, you will find time to take care of your own health. Rest. Reconnect. Recharge. You deserve it – and so do your families and your patients.

Thank you again for all that you do. I wish you and your loved ones a relaxing and safe holiday!

Health Center Workforce Well-being Survey Kickoff
HRSA’s Health Center Workforce Well-being Survey launches next week! We’ve updated the Timeline section of our webpage to include the geography-based schedule.

We hope that everyone who receives a survey invitation will provide their input. By doing so, you’ll contribute to the first ever nationwide picture of workforce well-being specifically at health centers. Survey results will inform HRSA’s strategies, policies, and programs to support workforce well-being and recruitment, and to reduce burnout, including targeted technical assistance (TA).

Not all health centers are participating in the survey. Your leadership can let you know if yours is. If participating, you can expect to receive an email from hrsa_workforce_wellbeing@surveys.jsi.com. It contains your unique link for accessing the survey.

Questions? We know that many of you have questions about confidentiality or how we developed the survey. Our Health Center Workforce Well-being Initiative webpage includes Frequently Asked Questions and other information.

CDC Foundation is accepting applications for up to 20 mini-grant awards for up to $25,000 each from community-based organizations, state, territorial, local, or tribal health departments, or tribal organizations to reduce monkeypox vaccination disparities.

Jim Macrae

2022 Presidential Rank Award Winner
Congratulations to BPHC Associate Administrator Jim Macrae for receiving the 2022 Presidential Rank Award – Distinguished Service, the highest recognition in the Senior Executive Service.

Jim has been Associate Administrator since 2006. He is an amazing leader whose contributions to HRSA's mission and the nation's health have changed the way health care is delivered, making it more equitable and accessible in communities that have been underserved for far too long. In 2021, nearly 1,400 HRSA-funded health centers with approximately 14,000 service sites provided high-quality primary health care to more than 30 million people. Read Jim's bio.


Respiratory Illness

Addressing High Rates of Respiratory Illnesses in the Community
CDC’s recent health advisory (PDF) addresses the increasing prevalence of COVID-19, respiratory syncytial virus (RSV), flu, and other viruses. It includes specific considerations and resources for providers.

To support community needs, your health center may consider expanding office hours and adjusting telehealth protocols to increase your capacity. Submit any questions regarding a health center’s scope of service via the BPHC Contact Form. Program Assistance Letter 2020-01 (PDF) highlights issues to consider when using telehealth to increase access for health center patients.

HRSA is making an additional product available through the HRSA COVID-19 Testing Supply Program. Cepheid multiplex point-of-care (POC) cartridges (Xpert® Xpress) are now available for participating health centers to order. These POC cartridges will test for COVID-19, flu, and RSV. See the COVID-19 section for more information.

Resources

  • Visit CDC’s website for the latest on respiratory illnesses, including RSV, flu, and COVID-19, and on vaccination against these diseases. CDC also publishes RSV surveillance data, including the number of positive RSV antigen tests in a region, as reported by participating laboratories.
  • Experts from the HRSA-funded Pediatric Pandemic Network provide ideas and resources to support immediate responses to the ongoing surge of pediatric patients in children’s and community hospitals, and to guide planning and preparation for future surges.

Fiscal Year 2023 Ending the HIV Epidemic – Primary Care HIV Prevention Funding
HRSA released the fiscal year (FY) 2023 Ending the HIV Epidemic - Primary Care HIV Prevention (PCHP) notice of funding opportunity (NOFO, HRSA-23-025). HRSA will make approximately $50 million available for up to 140 health centers located in the targeted geographic locations where there are a substantial amount of new HIV infections. Service Area Competition NOFO Released for August 1 Starts
HRSA released the FY 2023 Service Area Competition (SAC) NOFO, HRSA-23-093, for service areas with an August 1, 2023, period of performance start date. Find details for each of the announced service areas on the Service Area Announcement Table.

This NOFO announces the service areas for August 1 start award recipients that received a 1-year period of performance through a SAC/SAC-Additional Areas in FY 2022.

Applications are due in Grants.gov by 11:59 p.m. ET on Tuesday, January 17, 2023, and in HRSA’s Electronic Handbooks (EHBs) by 5:00 p.m. ET on Thursday, February 16, 2023. TA materials are available on the SAC TA webpage.


Compliance Resolution Update for FY 2023 SAC Applicants
HRSA has updated the pre-award processes for all FY 2023 competing continuation or competing supplement SAC applicants that have areas of non-compliance with Health Center Program requirements. The new policy states that HRSA will contact your Authorizing Official (AO) to submit additional information documenting compliance with program requirements prior to making final award decisions. The AO will have 14 calendar days to submit the additional compliance resolution information.

Tuskegee Remembrance

Recognition, Remembrance, and Reflection: The Syphilis Study at Tuskegee and Macon County, AL
In 1932, the U.S. Public Health Service, working with the Tuskegee Institute, began a study to record the natural history of syphilis. Some of the African American men in the study were denied a widely available syphilis treatment. This was uncovered by the Associated Press in 1972, leading to the end of the study, changes in bioethics guidance, and, eventually, a formal Presidential Apology from President Clinton. Health centers are on the front lines of dealing with the effects of these events – they had a lasting impact on trust in the U.S. health system and scientific community, especially for racial and ethnic minority communities.

Join CDC for this important observance on the 50th anniversary of the end of the study.

COVID-19

Additional Product Available through the HRSA COVID-19 Testing Supply Program
Cepheid multiplex POC cartridges (Xpert® Xpress) are now available to order through the HRSA COVID-19 Testing Supply Program. These POC cartridges will test for COVID-19, flu, and RSV.

If you are not participating in the program and would like to begin ordering at-home self-test kits or testing supplies, submit a request through the BPHC Contact Form so that we can assist you.

HRSA is not offering the Cepheid analyzers (GeneXpert®) that use these multiplex cartridges. We do not anticipate that changing.

Additional information about Cepheid analyzers is available on Cepheid's website. Health centers may be able to use their H80 and/or American Rescue Plan (H8F) funds to purchase these devices. Contact your Grants Management Specialist for additional information.


Vaccine Rollout and Health Literacy
Using your audience’s preferred communication channels, preferred languages, and trusted messengers are health literacy best practices. A new study, with CDC co-authors, suggests that vaccine prioritization strategies, used with these health literacy practices, encouraged COVID-19 vaccine uptake among the San Carlos Apache Tribe in Arizona. The groups’ efforts led to a vaccination rate among the tribe that was almost two times higher than the state’s.

Speakers at HRSA’s webinar will discuss the National Network for Oral Health Access’ (NNOHA) systems-level framework for implementing behavioral health and oral health integration and will also present lessons from the field based on their work supporting health centers' efforts to integrate oral and behavioral health within their clinical setting. NNOHA is a HRSA-funded National Training and Technical Assistance Partner (NTTAP).

Integrated Care for Patients Who Consume Cannabis
Under state-level policy changes, recreational use of cannabis has increased across the U.S., bringing increases in marketing, product type, potency, and availability. These factors, combined with lowered perception of risk for cannabis use, warrant increased understanding of approaches for cannabis use risk identification and new motivational intervention techniques to effectively engage with and treat patients.

This TA session will include an overview of cannabis research. Speakers will also introduce using the Screening Brief Intervention and Referral (SBIRT) approach with new clinical tools that screen for cannabis use to advance behavioral health integration and clinical practice.

The Intersection of Tobacco and Opioid Use Disorder: A Guide for Health Center Providers
The National Nurse-Led Care Consortium (NNCC) and the Health Promotion Council developed an issue brief for health center providers on the intersection of tobacco use disorder and opioid use disorder. It outlines the benefits of addressing these simultaneously and covers promising tools, resources, and treatment options. NNCC is a HRSA-funded NTTAP.


Adapting Evidence-based Practices for Under-resourced Populations
SAMHSA’s guide focuses on research supporting adaptations of evidence-based practices for under-resourced populations. Adaptations involve tailoring care, programs, and services to the cultural, social, gender, and demographic contexts of the people served to yield positive outcomes.


National Guidelines for Child and Youth Behavioral Health Crisis Care
SAMHSA’s publication offers best practices, implementation strategies, and practical guidance for the design and development of services that meet the needs of children, youth, and their families experiencing a behavioral health crisis.

Culturally Appropriate Healthy Eating Educational Tool for Asian Americans: Filipino/a/x and Hmong Editions
Culturally relevant My Healthy Plate educational resources can support diabetes prevention across a patient’s lifespan. Speakers will elaborate on this point and present four culturally relevant My Healthy Plate brochures that include the cultural traditions and dietary preferences of Filipino/a/x and Hmong migratory and seasonal agricultural worker communities. They’ll discuss best practices and examples of patient educational resources, including the benefits of using these tools in Community Health Worker-led programs.
