Available Funding for Service Area Competition Adjusted Funding for several announced service areas under Service Area Competition (SAC) notices of funding opportunity HRSA-23-020 and HRSA-23-021 has increased due to the completion of FY 2022 funding actions. Check the “Total Funding” column in the Service Area Announcement Table to confirm the final FY 2023 funding amount. This will help you develop an accurate budget request prior to submitting your application in HRSA’s Electronic Handbooks (EHBs).

TA Training for Progress Reporting on Coronavirus-Related Funding The progress reporting module for 2022 Quarter 3 for H8C, H8D, H8E, L1C, H8F, and L2C coronavirus-related funding opens on Saturday, October 1, and closes on Friday, October 14. Health centers will begin reporting progress on activities supported by the one-time FY 2022 American Rescue Plan Uniform Data System Patient-Level Submission (ARP-UDS+) funding (H8F and L2C) in 2022 Quarter 3.
We created a new pre-recorded training session about progress reporting, which we’ll post later this week on the FY 2022 ARP-UDS+ TA webpage. We also revised the progress report template to better capture information about lessons learned and successes.

Webinar: Accreditation and Patient-Centered Medical Home Update for Look-Alikes We recently posted a new Program Assistance Letter (PAL) focused on our Accreditation and Patient-Centered Medical Home Recognition Initiative (APCMHI). This PAL now extends support for Patient-Centered Medical Home recognition to Health Center Program look-alikes. We are hosting a webinar to share updates and information on the APCMHI and how look-alikes can enroll in the program.

Breast Cancer Awareness: “Tag You’re It” October is Breast Cancer Awareness month and we’ll honor the observance with a webinar focused on breast cancer screening challenges and successes. Speakers will emphasize the impact and barriers experienced during the pandemic and improving health equity among higher-risk populations. There will be an opportunity to ask questions of expert leaders in the field. The presenters will be TOUCH: The Black Breast Cancer Alliance, along with Nevada Health Centers (home of the Mammovan).

A Systematic Literature Review of Health Center Efforts to Address SDOH Health centers play an integral role in addressing SDOH among medically underserved populations, yet information on how health centers utilize SDOH data to inform care is limited. HRSA-funded researchers conducted a systematic review to understand how health centers integrate SDOH into primary care practices. Researchers found that many health centers are making progress on collecting SDOH data using standardized reporting tools and other initiatives, but they may require more support to use the data in primary care practices and program evaluation efforts. Health care delivery models that emphasize accountability for patient outcomes should support initiatives for primary care providers to integrate SDOH data in efforts to improve care quality and outcomes.

Quarterly 340B Program Registration Quarterly 340B Program site registration is open from October 1 to 15. Health centers will be able to register a site that has been verified as implemented and with a site status reflected as “active” in EHBs Form 5B through Friday, November 25. After that date, the system will close to prepare for the January 1, 2023, start.
Email the 340B Prime Vendor Program or call 888-340-2787 (Monday-Friday, 9:00 a.m.-6:00 p.m. ET) to register a new site or ask questions. You will need to provide the following information when calling:
- Health center name.
- Site/clinic name.
- Site IDs for all sites.
- HRSA/BPHC grant number.
- Contact name and email address.
- Authorizing official name and email address.
The authorizing official will receive an email message that the account is unlocked and a registration may be submitted.

Health Center COVID-19 Survey Changes In response to your feedback, we’re reducing the burden associated with the biweekly survey by eliminating several questions. These changes will take place in the survey we send out on Friday, October 7. Later this week we’ll send a bulletin detailing which questions will be removed.
Partnerships through the Pandemic: Strategies for Promoting COVID-19 Vaccine Booster Uptake Join HRSA Administrator Carole Johnson for a town hall to support health centers in promoting partnerships within their communities as a key strategy to continuing to stop the spread of COVID-19. Expert panelists from HUD, the Administration for Community Living (ACL), and HRSA’s Maternal and Child Health Bureau and Health Systems Bureau will provide insights on how health centers and other federal grant recipients can find their local counterparts, connect, and collaborate. This session will highlight the ongoing need for COVID-19 vaccines and boosters, and strategies to further protect our communities.

Close the Loop: Simple Process to Order Testing Supplies and Oral Antivirals Is your health center looking to order COVID-19 testing supplies and oral antiviral treatments to ensure easy access to COVID-19 care? Our COVID-19 Response Programs make it simple and easy for health centers to order these supplies, integrate their delivery into primary care practice, and broaden access for patients to connect with their regular care teams with questions and COVID-19 care if needed. To enroll or ask a question, submit a ticket to the COVID-19 Therapeutics Program or COVID-19 Testing Supply Program queues via the BPHC Contact Form.
If your health center is currently ordering testing supplies, but not ordering oral antivirals (e.g., Paxlovid and/or Lagevrio), you can order from the HRSA Health Center COVID-19 Therapeutics Program – even if you’re already ordering from your local state or jurisdiction. Having testing supplies and therapeutics on hand means you can offer your patients Test-to-Treat when they need it.
Behavioral Health
Addiction Language Guide for Clinicians Language can increase stigma for people with substance use disorder (SUD). NIH’s National Institute on Drug Abuse produced guides to support practitioners in changing their language to reduce or avoid that stigma.
Community Health Workers and the Mental Health Needs of Migrant and Seasonal Agricultural Workers (Spanish only) MHP Salud invites health center staff to join a learning collaborative focused on the mental health needs of migratory and seasonal agricultural worker (MSAW) populations and the use of Community Health Workers (CHW) in building community resiliency. Visit the registration page to apply by Tuesday, October 4. MHP Salud is a HRSA-funded National Training and Technical Assistance Partner (NTTAP).
Concurrent Treatment of Smoking Cessation and SUD in Primary Care Join the National Center for Health in Public Housing (NCHPH) and the National Nurse-led Care Consortium (NNCC) in a webinar focused on strategies to support smoking cessation and SUD treatment in primary care for residents of public housing. Speakers will present gaps in knowledge regarding policy related to public housing and smoking and vaping. They will also discuss the importance of clinical interaction, readiness to change, and implementation of motivational interviewing in mental health treatment while addressing SUD. NCHPH and NNCC are HRSA-funded NTTAPs.

Addressing Co-Occurring Substance Use and Mental Health Conditions Among People Who Live in Encampments Join the National Health Care for the Homeless Council (NHCHC) to examine the intersection of substance use, mental health conditions, and unsheltered homelessness. This learning collaborative is an opportunity to delve into best practices and build capacity to implement innovative solutions for meeting the needs of individuals who are living in encampments. HHS Roadmap for Behavioral Health Integration HHS released the HHS Roadmap for Behavioral Health Integration (PDF), which details policy solutions that would help to better integrate mental health and substance use care into the larger health care system and other systems.

- Day 1: The HRSA IEA Region 1 Behavioral Health National Lead will join the pre-conference workshop to discuss regional use cases to highlight avenues for the next level in telehealth integration for youth and adolescent mental health.
- Day 2: HRSA IEA will provide national federal updates and will offer a forecast of HRSA resources and available opportunities to increase health care access by advancing telehealth. The Corporation for Supportive Housing, MHP Salud, and NHCHC share perspectives of professionals on how to address barriers and amplify the role of peer specialists. All three organizations are HRSA-funded NTTAPs.
