Background: For more than 55 years, the Health Center Program has delivered affordable, accessible, quality, and value-based primary health care to millions of people regardless of their ability to pay. Not only are health centers serving 1 in 11 people across the country, the Health Center Program is leading the nation in driving quality improvement and reducing health care costs for America's taxpayers. Because health centers provide high quality primary care services across the country, the health center network is also called upon to activate innovation, such as optimizing virtual care and public health priorities. BPHC provides overall leadership, direction, coordination, and planning in support of the nation’s underserved communities by assuring access to comprehensive, culturally competent, quality, primary health care.
The position(s) are located in BPHC’s Office of Policy and Program Development (OPPD). OPPD develops policies and programs that advance Health Center Program impact and leadership. OPPD identifies and fosters innovative approaches and strategic directions that advance the impact of the Health Center Program. OPPD develops funding strategies that maximize impact and advance health equity. OPPD develops funding and related guidance and technical assistance that position health centers to excel in achieving intended outcomes. OPPD develops policy guidance that supports health centers to leverage the model of care to improve health outcomes and advance health equity. OPPD also models excellence in the management and stewardship of federal funds.
OPPD is composed of four functional areas: Policy, Strategic Initiatives, Ongoing Investments, and Expansion. The main functions of each area are below.
- Policy develops and clarifies Health Center Program and related policy resources, analyses, and communications that provide clear, transparent parameters to effectively administer and advance the Health Center Program mission and strategic priorities.
- Strategic Initiatives ensures BPHC funding priorities and strategies are data driven and network informed, leverages capital resources to advance BPHC’s mission and strategic priorities, and ensures accountability for BPHC funding-related requirements and obligations.
- Ongoing Investments develops funding opportunities and guidance for ongoing investments that advance BPHC’s mission and strategic priorities.
- Expansion develops funding opportunities for new investments that expand the Health Center Program to advance BPHC’s mission and strategic priorities.
This reassignment does not afford an opportunity for a promotion or new placement on a career ladder. This is a lateral reassignment opportunity only. Relocation expenses will not be paid.
Duties:
- Serve as an Analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, state, national, and/or international levels.
- Analyze existing or proposed systems, strategies, services, or other health-related matters for long range implementation and administration of the public health program and provide feedback to BPHC managers.
- Serve as a principal advisor in developing and formulating short and long range public health policies, programs, and statistical standards to advise senior management on public health policies, operations, products, and services.
- Collect, compile, analyze, and interpret information and quantitative and qualitative data for use in program decisions and in response to inquiries from internal and external stakeholders.
- Review incoming materials that may impact BPHC programs, including regulations, policies, guidelines, and analyst materials for internal and external stakeholders.
- Analyze complex public health policies, programs, and statistical standards to advise senior management on public health policies, operations, products, and services.
- Review and assess the impact of current, proposed, and new policies and regulations on the operations of the Health Center Program.
- Develop collaborative projects with other internal and/or external organizations to meet broad agency goals.
Essential Skills: Strong and effective communicator, both written and verbal, with excellent interpersonal skills. Ability to quickly learn new concepts or content and translate ideas into documents for audiences internal and external to the federal government. Strong analytic skills. Ability to perform multiple tasks under same-day deadlines without sacrificing quality or accuracy. Strong organizational skills, attention to detail and follow-through. Policy research and policy analysis skills. Demonstrated ability to work effectively within HRSA and with external stakeholders. Ability to work independently, as well as maintain positive working relationships with colleagues throughout the Bureau and Agency.
