As part of the Biden Administration’s Path Out of the Pandemic COVID-19 Action Plan, HRSA-supported health centers (HRSA-funded health centers and Health Center Program look-alikes) are getting the opportunity to receive free, FDA-authorized COVID-19 testing supplies through a partnership between HHS and the Department of Defense for distribution to their communities.
All health centers are invited to the HRSA COVID-19 Testing Supply Program to order Quidel QuickVue® At-Home OTC COVID-19 tests. This voluntary program began incrementally with 43 health centers participating in a pilot to place orders for and distribute at-home test kits in their communities. Now we are inviting all health centers to join.
Expectations for Program Participants
Expectations for participation in this program include completing the Conditions of Participation and Site Selection information. Health centers are also expected to provide information on testing supply inventory and complete the biweekly Health Center COVID-19 Survey.

Complete the Conditions of Participation and Site Selection information when they become available (expected on Friday, December 17).
We will notify you, through a BPHC Bulletin, when the module is available within the online community for your health center’s registered users to enter and complete the Conditions of Participation and Site Selection information.
Once available, this information must be completed promptly for an order to be placed by Tuesday, December 21. It is possible that these testing supplies would be delivered before the end of the year—your tracking information will confirm the delivery date. The next order cycle deadline is Tuesday, December 28, as health centers continue onboarding into the program on a rolling basis.
Registration Instructions for Health Center COVID-19 Vaccine Program Participants
We are expanding and rebranding the Vaccine Program Online Community to include an area for the new Testing Supply Program. Accordingly, we’ve changed the online community’s name to the Health Center COVID-19 Online Community.
- If the staff who place(d) your health center’s vaccine orders will also order test kits, please encourage them to log in today to only verify they can access the online community – no additional registration is required.* We will notify you when they can go into the Testing Supply Program area to complete the Conditions of Participation and Site Selection.
- If the staff who place test kit orders will be different from those who currently order vaccines, please follow the registration instructions in the next section for these new staff.
Registration Instructions for Health Centers Who Have Never Participated in the Vaccine Program
The staff who will be responsible for ordering test kits will need access to our Health Center COVID-19 Online Community. This is a web-based platform to complete required forms and access useful training and technical assistance resources.* For example, we’ll ask you to complete the Conditions of Participation agreement and Site Selection information within the online community before you place an order for test kits.
If you’d like to order by Tuesday, December 21, you should take these steps immediately. We’ll continue onboarding health centers on a rolling basis.
- Identify the individuals from your health center who will serve as the main points of contact (POCs) for this program. HRSA recommends identifying at least two POCs.
- These POCs need to complete self-registration for the online community.
a) Share this link with your health center’s POCs.
b) They should click on “Request Access” (under the Log in button) to begin registration.
We encourage you to also share steps 3-4 with your POCs so they know what to expect and what they need to do next.

The POCs will receive an email from donotreply@hrsa.gov confirming that we received their request for access to the online community.

Once they’re approved, we will send (from the same email address) an introduction to the online community. It will include instructions for how to set up their account and the access link.
*Ordering Testing Supplies
The online community is not where your POCs will order testing supplies. The orders will be made in CDC’s Diagnostic Provider Online Portal (DPoP). DPoP is one section of the Health Provider Online Portal (HPoP), which also contains the Vaccine Provider Online Portal (VPoP). Contacts/users not already in HPoP, VPoP, or DPoP will receive a system-generated email with a single-use link through which they will create a password and set up two-factor authentication. That email will also contain the normal link they will use to log into HPoP after their initial setup.
The HRSA COVID-19 Testing Supply Program team will email you to confirm that you are ready to order or to let you know if we need more information or any additional action from you.
