Year in Review

Year in Review
Happy New Year! During a year that posed unprecedented health care challenges, health centers have continued to provide comprehensive, high quality preventive and primary health care services to those most in need.  Some key highlights:

  • Nearly 30 million people—1 in 11 nationwide—relied on a HRSA-funded health center for affordable and accessible primary health care.

  • Health centers received more than $2 billion in COVID-19 funding to respond to emerging and evolving local needs. In our new “Health Centered on COVID-19” section, we’ve featured examples of how those funds have made a difference. See highlights in the COVID-19 section.

  • As of the middle of December, you’ve tested more than 7 million patients for COVID-19.

  • Many of you rapidly established or expanded telehealth to ensure patient care could continue safely during the pandemic. Explore health center COVID-19 operational capacity as reported in the weekly surveys.

  • 1,318 health centers received Quality Improvement Awards. See our celebration of National Quality Leaders at the 10/1 Today with Macrae.

  • Nine HRSA-funded health centers were among the organizations recognized as Million Hearts® Hypertension Control Champions.

See HRSA’s 2020 Year in Review infographic.

Here are a few of the most popular resources from the Digest in 2020:

Jack Geiger

Remembering a Health Center Pioneer
We remember and honor Dr. H. Jack Geiger, who passed away on Monday, December 28, 2020, at the age of 95. Dr. Geiger was a co-founder of the first community health centers and an early proponent of the idea that health care should encompass not just the treatment of illness but also efforts to alleviate poverty, hunger, joblessness, and other factors that make people sick.

In 1965, along with Dr. Count Gibson, Dr. Geiger established the first community health centers in South Boston, Massachusetts, and Mound Bayou, Mississippi, with funding provided by the Office of Economic Development as part of President Lyndon Johnson’s war on poverty. Dr. Geiger was inspired by his experience as a medical student visiting South Africa in the 1950s, where he worked with the founders of a community clinic in an impoverished, rural area. He traveled to Mississippi in 1964 to provide care for civil rights workers, where he realized the community-oriented primary care model he had seen produce such benefits in South Africa could be applied closer to home.

Today, 55 years later, as we provide care to nearly 30 million people in every U.S. state and territory, the Health Center Program stands as a testament to the hard work, dedication, and insights of Dr. Geiger and his colleagues.

Final Rule in Response to Executive Order 13937
HHS recently released a final rule to increase access to affordable insulin and injectable epinephrine for low-income Americans served by health centers. In response to Executive Order 13937, this final rule ensures future health center grants available under section 330(e) of the Public Health Service Act are conditioned upon health centers having established practices to make insulin and/or injectable epinephrine available at or below the discounted price under the 340B Drug Pricing Program. See the related fact sheet.

Release of the Viral Hepatitis National Strategic Plan: A Roadmap to Elimination
HHS is excited to announce that it will release the Viral Hepatitis National Strategic Plan for the United States: A Roadmap to Elimination (2021-2025) on Thursday, January 7. The plan provides goal-oriented objectives and strategies that can be implemented by a broad mix of stakeholders at all levels and across many sectors, both public and private, to reverse the rates of viral hepatitis, prevent new infections, improve care and treatment, and ultimately eliminate viral hepatitis as a public health threat in the United States. Vaccine FAQs and Resources
We recently added a Vaccines category to our COVID-19 FAQs webpage, which includes:

  • Where can health centers find information about Medicare and Medicaid enrollment and reimbursement related to the administration of COVID-19 vaccines?

  • What are some considerations regarding the providers who can administer COVID-19 vaccines?

  • What liability protections apply to health center providers when an individual who receives a vaccine has an adverse reaction?

CDC’s new vaccine site has resources for clinicians and patients and answers to common questions. This includes links to the latest Advisory Committee on Immunization Practices recommendations and the COVID-19 Vaccination Communication Toolkit. The information on the site helps set expectations about how the entire COVID-19 vaccination process will work. We encourage you to check it out and consider bookmarking so you can quickly get the latest information.

Health Centered on COVID-19: A Year in Review
In 2020, health centers across the nation took extraordinary efforts to respond to the coronavirus pandemic. We highlighted your stories in this new Health Centered on COVID-19 feature. Here are some highlights:

  • Universal Community Health Center (Los Angeles, CA) conducted on-site, tele-assisted patient physicals using a high-definition camera, otoscope, and stethoscope to ensure safe distancing during service delivery. The tele-assisted visits boosted patient visits by 30-40%.

  • Jericho Road Community Health Center (Buffalo, NY) reconfigured its clinics to have separate well units for patients not infected by COVID-19, and isolation units for patients who are positive or potentially positive for COVID-19. These isolation units helped to reassure patients of the clinic’s safety and mitigate a drop in patient visits.

  • Tiburcio Vasquez Health Center, Inc. (Union City, CA) advanced contact tracing efforts through recruitment of bilingual staff. From August through October, they reached 487 cases and 416 contacts. They also provided health education and resources for successful isolation and quarantine to these individuals.

  • CommUnityCare (Austin, TX) set up a medical hotline to handle patient questions about COVID-19. If needed, a nurse would triage the caller, possibly directing them to a testing site. They also established a coronavirus dashboard to publicize their latest testing information.

If you’d like to share how your health center is helping your community address COVID-19 through HRSA funding, please contact us via our Health Center Stories inbox. We may share your story in future issues of the Digest or on HRSA social media.

If sharing a photo, please include names of everyone in the picture and make sure each person featured has signed a HRSA Photo Release Form. NOTE: Picture should include ONLY health center staff—not patients!

THIS WEEK: New Health Center/Look-Alike Survey Questions
As a reminder, we’re adding four questions to the survey you’ll receive this Friday, January 8.

  • How many health center staff members have initiated (1st dose received) their COVID-19 immunization series in the last week?
  • How many health center staff members have completed (2nd dose received) their COVID-19 immunization series in the last week?
  • By race and ethnicity, how many patients have initiated (1st dose received) their COVID-19 immunization series in the last week?
  • By race and ethnicity, how many patients have completed (2nd dose received) their COVID-19 immunization series in the last week?

At the same time, we will remove two existing questions about tests for antibody detection (serology).

We are also in the process of updating the survey user guide to be more user-friendly. Beginning in January, you’ll see question numbers and other improvements within the survey. Visit the user guide where you can quickly “jump” to instructions related to a specific question.

CDC Report Highlights Health Center Efforts
Authors from CDC and HRSA used data from the weekly health center COVID-19 survey in two articles recently published in CDC’s Morbidity and Mortality Weekly Report (MMWR):

  • Telehealth Practice among Health Centers during the COVID-19 Pandemic: This article describes health center telehealth service use over a one-week time period in July. Study results showed that almost all health centers that reported to the survey delivered at least some visits by telehealth. Findings underscore the importance of telehealth as a promising modality for expanding access and care delivery, while opportunities remain for further adoption.

  • Health Center Testing for SARS-CoV-2 during the COVID-19 Pandemic: The authors review SARS-CoV-2 testing figures and positive test results (PCR or antigen) by race, ethnicity, and state of residence. Study results highlight health centers as important access points for SARS-CoV-2 testing and suggest that health center efforts can reduce transmission of COVID-19 among racial and ethnic minority populations.

Learn more about the weekly health center COVID-19 survey or interact with dashboards about health center operational capacity data impacted by COVID-19 and current testing data broken down by race and ethnicity.

Thank you to all the health centers that continue to submit their data!
