HRSA Awards $8 Million to Expand COVID-19 Training and Technical Assistance for Health Centers Today, HRSA awarded $8 million to Primary Care Associations (PCAs) and National Training and Technical Assistance Partners (NTTAPs)* to provide critical support and expertise to advance health centers’ ability to prevent, prepare, and respond to the COVID-19 pandemic. (*These were formerly called National Cooperative Agreements or NCAs.)
PCAs received nearly $6 million to conduct COVID-19 training and technical assistance (T/TA) activities based on the needs of states and regions. NTTAPs received $2.5 million to enhance their COVID-19 T/TA to health centers, including strengthening health center operations and capacity to ensure access to comprehensive primary care services.

New Fiscal Year 2020 Cooperative Agreements Support and Expand Training and Technical Assistance for Health Centers
HRSA announced the new fiscal year (FY) 2020 awards to PCAs and NTTAPs.
PCAs are state or regional nonprofit organizations that use HRSA funds to provide T/TA to safety-net providers. Two high-priority areas for HRSA are receiving additional funds in FY20:
- PCAs serving the seven states identified in Ending the HIV Epidemic: A Plan for America as having a high rural HIV burden received funds to enhance T/TA activities to support health centers’ HIV prevention efforts in their states.
- All PCAs received workforce funding to enhance workforce T/TA activities to support the Health Professions Education & Training initiative at health centers in the PCA’s state/region.
NTTAPs provide T/TA to address the operational, clinical, access, and technology needs of health centers. NTTAPs specifically address the needs of special populations and developmental topics.
HRSA funded one new type of NTTAP in FY20: Intimate Partner Violence and Human Trafficking. Futures Without Violence will offer health centers training in trauma-informed services, partnerships, and policy development, and the integration of processes designed to increase the identification and referral to treatment for individuals experiencing or surviving intimate partner violence and human trafficking.
