Provider Relief Fund On April 10, HHS began delivery of the initial $30 billion in relief funding to providers in support of the national response to COVID-19 as part of the distribution of the $100 billion provider relief fund provided for in the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The Administration is working rapidly on targeted distributions of the remaining $70 billion that will focus on providers in areas particularly impacted by the COVID-19 outbreak, rural providers, providers of services with lower shares of Medicare reimbursement or who predominantly serve the Medicaid population, and providers requesting reimbursement for the treatment of uninsured Americans. CMS Guidance for Infection Control and Prevention of Coronavirus Disease (COVID-19) in Outpatient Settings: FAQs and Considerations CMS shares regulations and guidance to support health centers taking appropriate action to address potential and confirmed COVID-19 cases. This guidance discusses recommendations to mitigate transmission including screening, restricting visitors, cleaning and disinfection, and possible closures. Supply scarcity guidance and FDA recommendations are also included within the memo.
Financial Preparedness in the Midst of a Crisis Finance Office Hours for Health Centers: Strategies to Manage Operations during COVID-19 HRSA speakers will participate in the upcoming session of the National Association of Community Health Centers’ (NACHC’s) biweekly financial preparedness office hours. NACHC is a HRSA-funded National Cooperative Agreement (NCA).

USDA Announces Second Application Window for Distance Learning and Telemedicine Grant Program Funding The USDA Rural Development announced a second application window for funding under the Distance Learning and Telemedicine (DLT) grant program due to the current public health emergency. This program helps rural communities use the unique capabilities of telecommunications to connect to each other and to the world, overcoming the effects of remoteness and low population density. Eligible applicants include most entities that provide education or health care through telecommunications. Apply by Monday, July 13.

Calendar Year 2021 FTCA Health Center Deeming Applications
Applications for medical malpractice coverage under the FTCA are open in EHBs. We’ve extended the completion deadline to Monday, July 13.
HRSA guidance for both new applications (deeming) and renewal of existing coverage (redeeming) for health center staff is available in Program Assistance Letter (PAL) 2020-02. Details about coverage for health center volunteer health professionals are available in PAL 2020-03. The HRSA website has more details about the application process, including a recorded TA webinar.

Budget Period Progress Reports
In order to provide flexibility as health centers focus on the COVID-19 crisis, HRSA is extending the deadline of the fiscal year (FY) 2020 Budget Period Progress Report (BPR) non-competing continuation for award recipients with a September 1, 2020, budget period start date (5-H80-20-007). Submissions are now due in EHBs by 5:00 p.m. ET on Friday, May 1. TA materials are available on the BPR TA webpage. Questions? Contact the BPR Response Team.

Deadline Extended: Rural Communities Opioid Response Program Notice of Funding Opportunity HRSA extended the deadline for its Rural Communities Opioid Response Program (RCORP) NOFO (HRSA-20-031) to Tuesday, May 26. HRSA plans to award approximately 89 grants to rural communities as part of this funding opportunity.

Addressing the Opioid Crisis: Innovative State Responses The Corporation for Supportive Housing, a HRSA-funded NCA, published a new opioid brief. States are implementing innovative practices and working with health centers and primary care providers to treat patients with opioid use disorders (OUD). This brief summarizes promising practices in three states; explores a managed care organization’s work with its members to address the opioid epidemic; and describes ways for health centers to incorporate these practices into their OUD services.

Diabetes in Special & Vulnerable Populations: A National Learning Series Fourteen HRSA-funded NCAs have partnered to create a four-part national learning webinar series for health centers, PCAs, and Health Center Controlled Networks. The goal is to increase foundational knowledge of effective strategies to prevent, treat, and manage diabetes among special and vulnerable Health Center Program populations. This year’s National Learning Series topics include team-based care, patient health literacy, and community engagement to address diabetes.

Reducing Health Disparities through Community Partnerships The SDOH Academy announces a two-session learning collaborative designed to help health centers and their partners enhance population health through partnership development and improved service integration. This is a collaboration between several HRSA-funded NCAs, and the SDOH was founded by one of the participating organizations. You can also find additional SDOH resources in the Health Center Clearinghouse.
The Power of Stay Interviews The STAR² Center presents a learning collaborative on that will help participants implement permanent solutions to reduce employee turnover and disengagement. Participation will be limited to representatives from 20 health centers. Sessions begin in May. Learn more or apply by 10:00 p.m. ET on Friday, April 24.
Nurse Corps Scholarship Program HRSA’s Nurse Corps Scholarship Program is accepting applications through Thursday, April 30. The program provides scholarships to nursing students, paying for tuition, fees, and other reasonable costs, as well as a monthly living stipend. In exchange, participants commit to a minimum of two years of full-time service (or part-time equivalent) at an eligible health care facility with a critical shortage of nurses. This year, there is special funding for nurse practitioners specializing in psychiatric mental health and nurse midwives.
Deadline Extended: Apply Now to the National Health Service Corps Scholarship Program Medical and dental school students, do you want to provide care where you’re needed most? We will support you by paying your tuition, fees, and other educational costs and by providing you a living stipend. In exchange, you agree to serve at least two years at National Health Service Corps-approved sites in underserved rural, urban, and tribal communities. Applications are now due Friday, May 15.
