Changes to COVID-19 Reporting
In the Health Center COVID-19 Information Collection bulletin, we shared the HHS announcement requesting that health centers report on COVID-19-related activities. Thank you to all of the health centers who have responded to the Health Center COVID-19 Survey to date. The information you submit helps us better understand the impact of COVID-19 in your communities. We’ll use this information to inform our policy and program development efforts, as well as sharing it with partners who provide technical assistance (TA).

Based upon your feedback, there are several important changes that will go into effect this week:

  • IMPORTANT Updates to Survey Questions
    • We will no longer ask for “cumulative” data. Instead, we will ask for your experience over the last week. Given the dynamic nature of the pandemic and its evolving impact on health centers nationwide, we would like to track changes over time.
    • We’ve streamlined and clarified the questions to facilitate timely, consistent reporting.
    • Each survey will indicate the time period it covers.

  • Look-alikes will now have an opportunity to contribute to weekly reporting through a survey we developed for them.

  • HRSA will open the survey ONCE a week on Friday afternoons for both H80 health centers and look-alikes. It will close the following Monday at 11:59 p.m. ET. Health centers and look-alikes should expect an email from BPHCAnswers@hrsa.gov this Friday, April 10.

We have asked Primary Care Associations (PCAs) to follow up with health centers that haven’t responded to the surveys to maximize the response rate. We will also launch a weekly survey for PCAs tomorrow (Wednesday, April 8). These surveys will increase information-sharing between health centers, PCAs, and HRSA in order to better support COVID-19 emergency response efforts.

COVID-19 Frequently Asked Questions Update
We continually update our Health Center Program COVID-19 Frequently Asked Questions (FAQs) webpage. We recently added questions on:

  • Reporting requirements for fiscal year 2019 Integrated Behavioral Health Services (IBHS) supplemental funding and IBHS year-two funding;
  • Specific guidance on COVID-19 infection control and prevention that health centers should follow;
  • Health center obligations to pay for sick leave or other benefits for staff during the COVID-19 public health emergency;
  • Whether health centers need to request a change in scope for a temporary decrease or increase in hours of operation;
  • Whether health centers need to request a change in scope for a provider to deliver in-scope services via telehealth from their home or another site not on Form 5B; and
  • Whether a health center can utilize a provider to deliver care that is outside of their routine duties.

Deadline Extensions

  • Calendar Year 2021 FTCA Health Center Deeming Applications Will Open Soon
    Applications for medical malpractice coverage under the FTCA will open on Monday, April 13, in HRSA’s Electronic Handbooks (EHBs). We’ve extended the completion deadline to Monday, July 13.

    HRSA guidance for both new applications (deeming) and renewal of existing coverage (redeeming) for health center staff is available in Program Assistance Letter (PAL) 2020-02. Details about coverage for health center volunteer health professionals are available in PAL 2020-03.

  • Service Area Competition Notice of Funding Opportunity
    HRSA is extending the application deadline for the Service Area Competition (SAC) notice of funding opportunity (NOFO) HRSA-20-100 in order to provide flexibility to health centers as they focus on COVID-19 activities. Applications are now due in EHBs by 5:00 p.m. ET on Wednesday, April 22. TA materials are available on the SAC TA webpage. Questions? Contact the SAC Response Team.

  • Budget Period Progress Reports
    In order to provide flexibility as health centers focus on the COVID-19 crisis, HRSA is extending the deadline of the fiscal year (FY) 2020 Budget Period Progress Report (BPR) non-competing continuation for award recipients with a September 1, 2020, budget period start date (5-H80-20-007). Submissions are now due in EHBs by 5:00 p.m. ET on Friday, May 1. TA materials are available on the BPR TA webpage. Questions? Contact the BPR Response Team.

TA for COVID-19 Supplemental Funding for Health Centers
HRSA will host two question and answer sessions to help the FY 2020 Coronavirus Supplemental Funding for Health Centers (COVID-19) award recipients develop their responses to the COVID-19 Response Reporting Requirement due in EHBs on Thursday, April 23. Additional TA is available on the COVID-19 Supplemental Funding for Health Centers TA webpage.


Guidance for HRSA Grant Recipients
On Thursday, March 19, OMB issued Memorandum M-20-17, Administrative Relief for Recipients and Applicants of Federal Financial Assistance Directly Impacted by the Novel Coronavirus (COVID-19) due to Loss of Operations. When compared to OMB’s March 9 Memorandum (M-20-11), the newer memorandum provides similar administrative relief but to an expanded scope of recipients. To ease the programmatic difficulties brought about by the COVID-19 pandemic, HRSA is integrating all 13 of the administrative flexibilities provided in the latest OMB memorandum. Learn more.

  • COVID-19 & FTCA Office Hour: The National Association of Community Health Centers (NACHC), a HRSA funded National Cooperative Agreement (NCA) will hold an office hour TODAY at 2:00 p.m. to answer health center-specific Federal Tort Claims Act (FTCA)-related questions.   • PCMH Office Hours: Health Centers, PCMH, & COVID-19: During this session on Wednesday, April 14, the National Committee for Quality Assurance will respond to health center questions regarding changes to its Patient-Centered Medical Home (PCMH) policies during the March 1–September 1 time frame.   • Financial Preparedness in the Midst of a Crisis Finance Office Hours for Health Centers: Strategies to Manage Operations during COVID-19: NACHC is offering financial preparedness office hours every other week on Fridays. Virtual Learning Guide
Pacific Southwest Mental Health Technology Transfer Center Network, which is funded by SAMHSA, produced this workbook for facilitators. It includes tips, examples, and reflective questions for those who are leading online professional development and other group learning events. This guide provides technical and interactive strategies and approaches to virtual learning to support the mental health workforce.


Diabetes

Diabetes in Special & Vulnerable Populations: A National Learning Series
Fourteen HRSA-funded NCAs have partnered to create a four-part national learning webinar series for health centers, PCAs, and Health Center Controlled Networks. The goal is to increase foundational knowledge of effective strategies to prevent, treat, and manage diabetes among special and vulnerable Health Center Program populations. This year’s National Learning Series topics include team-based care, patient health literacy, and community engagement to address diabetes.

Workforce

Reducing Health Disparities through Community Partnerships
The SDOH Academy announces a two-session learning collaborative designed to help health centers and their partners enhance population health through partnership development and improved service integration. This is a collaboration between several HRSA-funded NCAs, and the SDOH was founded by one of the participating organizations. Session 1 (Wednesday, April 8) will provide an overview and session 2 (Wednesday, April 22) will dive into implementation strategies. You can also find additional SDOH resources in the Health Center Clearinghouse.

Deadline Extension: HRSA’s National Health Service Corps Loan Repayment Programs
HRSA’s National Health Service Corps (NHSC) opened its application for all three loan repayment programs:

We’ve extended the application deadline to Thursday, May 21, at 7:30 p.m. ET.

Eligible clinicians providing primary medical, dental, or behavioral health care services or evidence-based SUD treatment can qualify for loan repayment up to $50,000 for the NHSC LRP, up to $75,000 for the NHSC SUD Workforce LRP, and up to $100,000 for the Rural Community LRP. Learn more about eligible disciplines, site types, and service commitment.

ECRI Institute (on HRSA’s behalf) presents a webinar on risk management training. It will focus on the relationship between risk management training and patient safety, the core elements of a successful risk management program, the training requirements described in the Health Center Program Compliance Manual, and the selection and use of ECRI Institute Clinical Risk Management Program resources for training efforts. ECRI Institute will offer the webinar at two times. This webinar will be recorded and archived on the Clinical Risk Management Program website if you can’t attend.
