2020 Site Visit Protocol Update HRSA remains committed to regular updates of the Site Visit Protocol (SVP) to ensure that this document remains useful and responsive to stakeholder feedback. For 2020, the update focuses on editorial and formatting improvements to the Operational Site Visit report, such as more consistent use of acronyms.
We included a minor change within the Clinical Staffing section related to National Practitioner Data Bank queries, given the broad nature of queryable health care practitioner types. Visit the National Practitioner Data Bank Health Center page for more information and resources.
There were no other substantive changes to SVP questions or methodologies in the 2020 update.
Live Q&A Session for Fiscal Year 2020 Capital Assistance for Disaster Response and Recovery Efforts HRSA will host a live session to answer questions about the Capital Assistance for Disaster Response and Recovery Efforts (CADRE) funding opportunity. The CADRE technical assistance (TA) webpage has many resources, including the Notice of Funding Opportunity (NOFO) and a pre-recorded application assistance webinar. We encourage potential applicants to review both resources before the Q&A session.

Health Center Service Site Address Updates HRSA is updating health center service-delivery site addresses to align with U.S. Postal Service standards.
- Minor updates, which do not require health center effort, will occur in April to approximately 4,500 site addresses.
- Another update, planned for this summer, will involve approximately 400 health center service delivery site changes. These will require validation by health centers and review by HRSA. We will share more information as that update approaches.
Quarterly 340B Program Registration Quarterly 340B Program site registration is open from April 1 to 15. Health centers will still be able to register a site that has been verified as implemented and with a site status reflected as “active” in HRSA’s Electronic Handbooks Form 5B through Friday, May 22. After that date, the system will close to prepare for the July 1 start. Email the 340B call center or call 888-340-2787 (Monday-Friday, 9:00 a.m.-6:00 p.m. ET) to register a new site or ask questions.
You will need to provide the following information when calling:
- Health center name.
- Site/clinic name.
- Site IDs for all sites.
- HRSA/BPHC grant number.
- Contact name and email address.
- Authorizing official name and email address.
The authorizing official will receive an email message that the account is unlocked and a registration may be submitted.
POSTPONED: Ending the HIV Epidemic - Primary Care HIV Prevention Progress Reporting TA Webinar We have postponed the progress reporting TA webinar mentioned in previous Digests. We will publicize the new date when it’s scheduled.
Substance Use Disorder & Mental Health
Rural Communities Opioid Response Program Notice of Funding Opportunity HRSA recently released the Rural Communities Opioid Response Program (RCORP) NOFO (HRSA-20-031). HRSA plans to award approximately 89 grants to rural communities as part of this funding opportunity. Applications are due by Friday, April 24, in Grants.gov.
Successful RCORP-Implementation award recipients will receive $1 million for a three-year period of performance to enhance and expand substance use disorder (SUD), including opioid use disorder (OUD), service delivery in high-risk rural communities. They will implement a set of core SUD/OUD prevention, treatment, and recovery activities that align with HHS' Five-Point Strategy to Combat the Opioid Crisis.
HIV
U.S. Preventive Services Task Force’s PrEP Recommendations and PrEP Implementation Guidelines and Resources Join HRSA for a webinar on the U.S. Preventive Services Task Force’s final pre-exposure prophylaxis (PrEP) recommendations. We’ll also share PrEP implementation guidelines and resources from The National LGBT Health Education Center at The Fenway Institute (a HRSA-funded National Cooperative Agreement (NCA)). Experts will discuss the latest guidelines and recommendations for HIV screening and PrEP-prescribing practices.

Diabetes in Special & Vulnerable Populations: A National Learning Series Fourteen HRSA-funded NCAs have partnered to create a four-part national learning webinar series for health centers, Primary Care Associations, and Health Center Controlled Networks. The goal is to increase foundational knowledge of effective strategies to prevent, treat, and manage diabetes among special and vulnerable Health Center Program populations. This year’s National Learning Series topics include team-based care, patient health literacy, and community engagement to address diabetes.

March is National Kidney Month According to 2019 CMS data, 37 million adults are living with chronic kidney disease. Blacks (16%), Hispanics (14%), and Whites (13%) have the highest prevalence of kidney disease. CDC data show that diabetes and hypertension are responsible for 64% of end-stage kidney disease. CMS has released the Chronic Kidney Disease Disparities: Educational Guide for Primary Care to increase primary care provider awareness of the risk of disease and treatment options. CMS is also making available Diabetes Medication Management: Directory of Provider Resources and A Culturally and Linguistically Tailored Type 2 Diabetes Resources Inventory to help reduce kidney disease health disparities. All of the CMS resources are designed to help health care teams identify, treat, monitor, and refer patients to services to improve chronic kidney disease health outcomes.

HRSA’s National Health Service Corps Loan Repayment Program Application Open HRSA’s National Health Service Corps (NHSC) opened its application for all three loan repayment programs:
The application closes Thursday, April 23, at 7:30 p.m. ET.
Eligible clinicians providing primary medical, dental, or behavioral health care services or evidence-based SUD treatment can qualify for loan repayment up to $50,000 for the NHSC LRP, up to $75,000 for the NHSC SUD Workforce LRP, and up to $100,000 for the Rural Community LRP. Reaching 80%: A Health Center Discussion on Colorectal Cancer Screening Our next interactive session in HRSA’s Data for Decision-Making Speaker Series focuses on practices for improving colorectal cancer screening rates. Learn from NOELA Community Health Center (New Orleans, LA), winner of NCCRT’s grand prize 80% by 2018 National Achievement Award in 2019. NOELA dramatically increased its colorectal cancer screening rate from 3% in 2012 to 80% in 2018.

Social Isolation and Supportive Services Learning Collaborative Life transitions frequently experienced by adults over age 65 are a risk factor for social isolation, which is associated with physical and cognitive decline in this older population. The National Center for Equitable Care for Elders, a HRSA-funded NCA, presents a learning collaborative that will help participants:
- Understand the subjective experience of social isolation.
- Explore supportive services (public and for-profit) available in their communities to promote healthy aging throughout social networks.
